Summary

This position is part of the U.S. International Development Finance Corporation (DFC), Office of the Chief Financial Officer (OCFO). This position serves as a first-level supervisor of the Management Analytics & Accounting Policy team within the Financial Management Division. The Supervisory Staff Accountant oversees accounting policy and the analysis of financial and planning data.

  • Serves as agency accounting expert for federal accounting requirements as promulgated by the Federal Accounting Standards Advisory Board (FASAB).
  • Acts as DFC's liaison with Office of Management and Budget (OMB) and Treasury to ensure DFC's accounting, credit reform reporting, and subsidy re-estimate processes comply with agency's requirements.
  • Develops and maintains accounting policies and procedures consistent with federal accounting standards and generally accepted accounting principles.
  • Manages staff members performing general ledger accounting and reconciliations, ensuring required entries are posted and general ledger balances are accurate.
  • Develops and maintains accounting and funds control systems to record and track the financial transactions required by federal accounting standards and federal credit reform requirements.
  • Manages staff members performing a full range of research, reporting, analysis and evaluations of information and data collection to include conducting analysis, trending, forecasting, and interpretation of data; financial planning and analysis of key performance indicators; as well as the analysis and reporting of DFC-wide results to leadership.
  • Provides direction on the analysis of DFC performance using monetary and non-monetary measures and key performance measures, within a framework which aligns to management's strategic planning for resources, as well as the defined priorities of the Board and the US Government as a whole.

BASIC REQUIREMENT

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the Basic Requirement listed above, you must meet the required specialized experience listed below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to 1) develop and/or maintain accounting policies and procedures consistent with accounting standards and generally accepted accounting principles; 2) analyze data to develop financial models or oversee modeling operations; 3) supervise or lead a team and/or project; and 4) provide recommendations to improve data/performance measurement processes and/or financial management systems.

Note: Education is not substitutional at this grade level.
