As a SUPERVISORY PROGRAM MANAGER at the GS-0301-14 some of your typical work assignments may include:
- Represents and assists the Commander by providing oversight and managerial direction to the command and staff members in accomplishing JPSE's worldwide mission.
- Plans, programs, establishes and sustains JPSE capabilities and has full accountability for human, financial and information technology programs and resources for the JPSE Enterprise.
- Manages personnel totaling approximately 250 personnel (70 Active Component, 180 Reserve Component, including 19 O-6s and 156 O-5s across all services), as well as Federal Civilian and contractor personnel.
- Serves as the primary facilitator for incorporation of interagency, international, and multinational/coalition plans and operations into US military operational and operational strategic planning.
- Executes management and oversight of budget authority for Operations and Maintenance (O&M) and Procurement funding from all four Services across the Future Years Defense Program (FYDP).

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
QualificationsYou may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Directing a multi-disciplinary, integrated workforce consisting of active duty, reserve, civilian, and contractor personnel, ensuring continuity of operations and managing readiness metrics to support rapid deployment requirements.
- Formulating and integrated complex joint war-fighting operations and interagency plans.
- Serving as a primary liaison to Combatant Commands and the Joint Staff to translate strategic aims into actionable military planning.
- Overseeing strategic planning, public affairs, legal, internal review and compliance programs, and Command programs affecting multi million-dollar annual budgets.
- Providing authoritative guidance to senior flag officers and civilian leadership on legal authorities, interagency policy, and multinational contingency operations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
Other Notes: This position has been designated as a Key Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
IAW SA-2020-25 This position requires a physical/medical examination. The physical/medical requirements of this position as determined are primarily sedentary. There may be some walking, standing, bending, and carrying 25-30 pounds.
