Program Manager III

 

This position requires an active Secret clearance.

 

Cherokee Federal is seeking an experienced Program Manager to support the development, implementation, and oversight of regional and policy-focused foreign assistance programs. The Program Manager will coordinate complex program activities, strengthen performance measurement and reporting, and engage senior stakeholders across the Department of State, interagency partners, Congress, and foreign government counterparts. This role requires strong program management, analysis, communication, and foreign affairs expertise.

 

Compensation & Benefits:

Estimated Starting Salary Range for Program Manager III: $117,000

Pay commensurate with experience.

Program Manager III Responsibilities Include: 

  • Support the design and implementation of program goals, objectives, outputs, and performance measurement systems, including results frameworks.
  • Provide input to monitoring, evaluation, reporting, and budgeting processes.
  • Support the development and implementation of regional and policy-focused foreign assistance programs.
  • Manage complex systems and processes across the full foreign assistance programming lifecycle.
  • Support preparation and execution of high-level summits, meetings, and related engagements.
  • Coordinate with EAP offices, overseas posts, Department of State bureaus, interagency partners, Congress, foreign government counterparts, and public- and private-sector stakeholders.
  • Serve as a subject matter expert in assigned thematic, technical, and/or regional areas of responsibility.
  • Analyze program requirements, identify issues, and develop practical solutions to support policy and program objectives.
  • Prepare clear written products, reports, briefings, and other communications for diverse stakeholders.
  • Perform other job-related duties as assigned.

 

Program Manager III Experience, Education, Skills, Abilities: 

  • Extensive experience managing government programs, especially foreign affairs and assistance programs, or other related government functions.

  • Ability to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting. 

  • Ability to support development and implementation of regional and policy-focused programs.

  • Ability to coordinate with interagency partners and manage complex systems and processes.

  • Ability to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to U.S. Department of State, other U.S. agencies, and external public and private sector partners. 

  • Academic background and experience in public policy, economics, international relations, engineering, or related field.

  • Bachelor's degree from an accredited institution (or equivalent).

  • Two (2) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions.
  • Three (3) years of experience in the development and implementation of foreign assistance programs, including independently managing complex projects and processes.
  • Must have active Secret Clearance 
  • GS-13/14 equivalent.
  • Domestic and international travel as needed.
  • Must pass pre-employment qualifications of Cherokee Federal
