Summary

This position is in Office of Business Integration (OBI), Veterans Benefits Administration (VBA), as the first-line supervisor for the Digital Production Solutions Staff in the Integration and Operations Division. The incumbent will supervise subordinate staff and work related to business processes, systems, and applications nationwide; lead planning and development activities for present and future business application projects.

Specific duties include:

  • Outcomes and results of subordinate staff and the delivery of products or services in accordance with schedules.
  • With minimal direction, leads a multifaceted team responsible for a broad range of functions including but not limited to production operations management and support, requirements management, services and product delivery, and the management and execution of contract services.
  • Develops reporting tools that provide the Director with timely and comprehensive insight into product\program status, emerging risks, or contract related requirements.
  • Develops strategy documentation using objective data points such as key performance indicators (KPIs) to make fact-based arguments.
  • Oversight and evaluation of the acquisition lifecycles and proposing acquisition solutions to modernize end user experiences.
  • Providing guidance on the preparation of acquisition related documentation and coordinating with supporting acquisition centers
  • Ensuring the organization's strategic plan, mission, vision and values are communicated and integrated into the staff's strategies, goals, objectives, plans, and services
  • Developing and defending strategic plans, acquisition/investment strategies and policies for business systems development efforts.
  • Working with teams of Senior Executives, technical staff, and subject matter experts to implement business systems initiatives across the enterprise. Requires excellent communication, presentation, and collaboration skills.
  • Performing project management, program management, program integration and analysis tasks to keep assigned activities on track at all phases.
  • Performing internal and external coordination of implementation initiatives; developing comprehensive recommendations for projects and ensuring OBI's IT projects are aligned to support the achievement of key goals in VBA.
  • Coordinating with VBA business lines regarding legislative proposals and special regulatory/procedural changes needed for successful implementation of VBA's business systems vision
  • Serving as a primary advisor to OBI leadership and representing the Director in executive-level forums.
  • Planning work; establishing priorities; and assigning work based on the nature, priority, and difficulty of projects. Hold employees accountable for timely and quality product deliveries.
  • Providing advice and guidance on assignment and administrative matters; reviewing completed work; evaluating performance; making recommendations concerning promotions, within-grade increases, performance awards, adverse/disciplinary actions, training; and hiring selections; listening to group grievances and assisting in the resolution of minor complaints.
  • Supervising geographically dispersed staff located across the nation.
  • Travel may be required for mission essential tasks.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/15/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.


The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience a as described below:

GS-14 Grade Level:

  • Specialized Experience: Experience and knowledge of veteran benefit programs or VBA business lines and applying technology and business expertise in assessing solutions to meet business needs; planning, analyzing, and executing strategies to support the processing of claims or benefits related business applications. Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge and/or practical application of employee and labor relations practices. This experience may have been gained across all VA business lines.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
