The purpose of this position is to serves as the Director, Air Force Sustainment Center (AFSC) Small Business Office, Tinker AFB, Oklahoma. Performs fist level Supervisory duties for subordinate employees located at three AFSC installations (Tinker AFB, OK; Robins AFB, GA; Hill AFB, UT). Responsible for all aspects of the small business program: Establishing policy, furnishing guidance, and assistance as the authoritative technical expert/advisor supporting small business in the acquisition process. Exercises supervisory control over subordinate employees in the organization. Forges relationships across the AFSC, Air Force Materiel Command (AFMC) and installations to assist United States small businesses identify and respond to Department of the Air Force (DAF) procurement opportunities. Provides policy guidance to host and tenant units, as well as small business contractors and subcontractors, on all small business issues and small business programs, including: small business, veteran-owned small business, service-disabled veteran-owned small business, historically underutilized business zone small business, small disadvantaged business, women-owned small business, DoD Mentor-Protégé Program, and Indian Incentive Program, responses and other communications requested by AFMC/SB, DAF/SB, Congress, GAO, DoD IG and the Small Business Administration.

ADDITIONAL POSITION REQUIREMENTS:
1. Must be able to obtain and maintain the required security clearance for the position.
2. May be required to work extended or other than normal duty hours.
3. May be required to travel away from the normal duty station for training or mission accomplishment.
4. Is considered a Procurement Official IAW procurement integrity provisions contained in section 27 of the Office of Federal Procurement Policy Act (41 USC 423).
5. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the employee must comply with statutorily mandated requirements.
6. Must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position IAW DoD Instruction 5000.66: Incumbent must meet 1102 education/degree requirements, have 4 years of acquisition experience, have completed DAWIA Contracting Professional Certification upon assignment, and is required to execute a 3-year tenure agreement (DD Form 2888, CAP Service Agreement).
7. Must meet Warfighting Acquisition University (formerly Defense Acquisition University) Small Business courses within 24 months of appointment, as outlined in AFI 90-1801, Small Business Programs.
8. In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
Knowledge, Skills, and Abilities (KSA):
1. Expert level/extensive knowledge of Government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures in areas of contracting and acquisition.
2. Expert/comprehensive knowledge of business practices and market conditions used to evaluate responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions when these actions are not well-defined.
3. Expert/comprehensive knowledge of and ability to utilize AoP concepts and initiatives to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the unit, including the ability to maintain credibility with others on technical matters.
4. Knowledge, skill and ability in written communications sufficient to develop and publish acquisition guidance and other material.
5. Skill and ability to advise, appraise and lead subordinates, and brief and interact with high-level executives in Government and industry.
6. Skill in oral communications to present sensitive recommendations to higher authority, to promote effective acquisition teams, and to appropriately represent the department or agency.
