The Administrative Office of the U.S. Courts seeks a skilled and self-motivated Supervisory Probation Administrator to join its team to serve as the Program Oversight Branch Chief. The Supervisory Probation Administrator (Program Oversight Branch Chief) position is located within the Department of Program Services, Probation and Pretrial Services Office (PPSO), Program Oversight and Support Division (POSD).
This position reports to the POSD Chief.
As a member of the PPSO leadership team, the Program Oversight Branch Chief is responsible for leadership and oversight of staff working in the Program Oversight Branch. The incumbent of this position will have key influence in developing a future vision for statutorily required national oversight functions and strengthening systemwide oversight and quality assurance protocols to include measuring adherence with evidence-based practices and national policies and procedures.
Duties and responsibilities include, but are not limited to:
- Providing leadership, vision, and information to branch staff, senior managers in the AO and the courts to enhance the probation and pretrial services system's mission and goals, and improve the Judicial Conference Criminal Law Committee's directive to become an outcome-based system.
- Establishing and managing both short-and long-term goals for the branch and integrating work within broader office priorities and strategic planning, to include coordination with staff in other areas.
- Directing, planning and organizing the branch's daily operations, setting priorities, and measuring effectiveness.
- Managing and resolving operational problems, providing technical and administrative guidance, as well as coaching, mentoring and professional development for PPSO personnel.
- Performing all facets of staff supervision, including assigning and reviewing the work of subordinates and completing a full range of personnel actions, such as training, performance appraisals, and providing recommendations for within-band increases, promotions, awards, and adverse actions; maintaining oversight of time and attendance and performing other administrative functions.
- Providing administrative oversight, conducting research, analyzing data, monitoring trends, and providing recommendations for improvement of national oversight activities based on evidence-informed practices, implementation science, and root cause analysis.
- Providing oversight of PPSO's response to inquiries and correspondence from Congress, the Department of Justice, and the public.
- Tracking and evaluating branch level program data, including trends on deficiencies and recommendations, systemwide strengths, referrals for and delivery of technical assistance and training, and the timeliness and comprehensiveness of action plans and status reports submitted by districts.
- Communicating effectively, both orally and in writing, including drafting memos, emails, and presentations to provide regular updates on branch activities or initiatives and demonstrating the ability to communicate and collaborate with Court Unit Executives in a manner that fosters a successful learning environment.
- Conducting research, analyzing data, and collaborating with internal and external stakeholders to problem-solve and establish solutions, monitor trends, and provide recommendations for improvement of national programs based on evidence-informed practices, implementation science, and root cause analysis.
- Using technology and software applications to support operational efficiency, organizational workflows, and communication.
- Identifying advances in community corrections and facilitating their testing for consideration for use in the federal probation and pretrial services system.
- Coordinating with the courts, advisory groups, and working groups to develop guidance consistent with statutory requirements and evidence-based practices that lead to improved outcomes in presentence investigations, pretrial services, and post-conviction supervision.
- Providing staff work for the Judicial Conference Committee on Criminal Law and serving as the court contact for probation and pretrial services.
- Participating in training to advance professional knowledge, skills, and competencies related to assigned duties.

QualificationsApplicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least
one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position.Specialized experience is demonstrated experience in
each of the following:
- Conducting research, analyzing data, monitoring trends, and providing recommendations for improvement of probation and pretrial services oversight activities based on evidence-informed practices and implementation science.
- Overseeing local or national oversight activities (cyclical reviews, self-assessments, or sentinel event reviews) to evaluate individual cases for compliance with national policies and procedures.
- Providing leadership and administrative oversight of staff.
EducationThe basic qualifications can be met in one of three ways:
- Degree in behavioral or social science, or related disciplines appropriate to the position.
- Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
- Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
