Summary

As a Supervisory National Bank Examiner (Examiner-in-Charge), you will plan, organize, implement, and direct supervisory activities within Large and Global Financial Institutions (LGFI) and the assigned financial institution.

These positions are located in LGFI:

- New York, NY (BNY Mellon)

- San Francisco, CA (Blackrock)

Duties

As a Supervisory National Bank Examiner (Examiner-in-Charge), you will:

  • Serve as the Examiner-in-Charge for a designated Tier 3 financial institution within LGFI. Identify policy issues and systemic risks and present those issues and recommended solutions to peers, the Deputy Comptrollers for Large Bank Supervision, and other OCC senior supervision officials.
  • Work with other large bank examiners-in-charge and the large bank Deputy Comptrollers (DCs) in overseeing the large bank supervision program, and to develop systems and
    programs that focus on achieving OCC's goals and priorities. Serve on task forces assigned the responsibility of conducting analyses, surveys, or investigations of major issues.
  • Develop/implement supervisory strategies for the assigned financial institution which reflect
    changes in the economic and regulatory environment; issue common to the LGFI population, change within the institution, an assessment of the risks assumed by the institution, and regulatory response. Assess emerging businesses and risks, new products and services in the institution and the national banking system at large. Develop and implement innovative supervisory approaches to address new issues for the assigned
    company.
  • Work with the DCs and other LGFI EICs to set goals for the LGFI program. Ensure understanding of OCC goals, initiatives, and programs by all employees. Provide day-to-day supervision of the bank through a team of examiners and support and provide OCC policy and program direction to staff.
  • Oversee the quality of and approve reports of examination and other correspondence for the
    assigned LGFI banking company. Provide input to licensing and legal issues. Serve as the OCC's primary communication link with senior bank management, the board of directors, and its committees to discuss bank conditions, regulatory/policy, and environmental issues, and negotiate supervisory matters of complex and/or controversial nature.
  • As an OCC spokesperson with financial institution executives, officials of Federal and State banking agencies, and banking industry and legislative leaders, discuss matters of mutual concern, provide industry perspective, and promote cooperation on shared regulatory concerns. Determine ways to increase OCC value, service, expertise, and skills.
  • As a supervisor, provide administrative and technical direction necessary for accomplishing
    organizational goals and objectives. Lead, motivate, and develop a staff of employees. Plan, organize, direct, coordinate, and review the work of staff. Communicate organizational
    goals and priorities. Structure examining teams based on developmental needs, current
    technical skills, technical demands, and scope of examinations. Assign supervision of departments or risk areas to appropriate personnel. Take personnel decisions regarding hiring, promotions, and adverse action, etc., as appropriate to delegated authority. Resolve
    complaints and grievances.
  • Establish objectives and goals in support of the OCC strategic plan. Develop short- and long-term plans; establish priorities for the organization. Provide planning and resource management to ensure that activities of the organization support the OCC objectives
    and goals.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  3. SEAD-3-Reporting-U.pdf (dni.gov), (applicable to those who hold a sensitive position or have eligibility for access to classified information).


  • This is a 5-year rotational position. If selected, you will be required to sign a Rotational Agreement that details conditions.
  • This position requires a National Bank Examiner (NBE) commission reflecting the incumbent is authorized to sign Reports of Examinations (ROEs) for national banks.
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel overnight or locally on an occasional basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an Executive Branch Confidential Financial Disclosure Report (OGE 450) and an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of the announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level or GS-14 grade level. Examples of specialized experience for this position include:

  • Planning and leading bank supervisory activities; and
  • Applying supervision by risk principles or monitoring systemic risks within a financial institution.


AND

Selective factor: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

  • One or more positions may be filled in any of the locations specified above. Selections for duty locations posted will be made based on management needs. All locations may not be filled.
  • Alternate Location: New York, NY and San Francisco, CA are the preferred locations; though, any U.S. location of the OCC will be considered under an alternative work location provided the location is cost effective, operationally efficient, and complies with the standards contained in the Alternative Location Arrangements PPM 3110-53. If in an alternate location, when traveling to New York, NY or San Francisco, CA, you will be expected to be on site no later than 1:30 pm on the first workday, departing no earlier than noon on the last workday and there should be no travel on Sunday unless there is a business need approved by your authorizing official in accordance with Federal Travel Regulations (FTR) and/or the OCC FTR Supplement.
  • If you are a current OCC employee who previously received a waiver determination permitting you to retain bank securities due to extenuating circumstances, please note that this determination may be rescinded if the nature of your duties changes. We strongly suggest that you discuss the potential implications of any change in duties on a prior securities determination with your ethics official.
