Summary

This position serves as the Deputy Director, Manpower Management Service (MMS). The Deputy Director provides direction, leadership, and independent analyses/advice to senior-level officials on all VA programs. Incumbent is responsible for the oversight and implementation of the VA's Manpower Management Program (MMP) and the supervision of personnel assigned to the MMS.

Duties include but not limited to:

  • Assessing Federal regulations and legislative proposals to identify issues having an impact on VA's MMP.
  • Developing an enterprise-wide, broad understanding of VA's MMP, expanding the awareness of managers and other key stakeholders.
  • Leading a team of subject matter experts to conduct research identifying best practices, policy development and oversight of HR Information Systems (HRIS) record positions.
  • Supporting current and long-range manpower staffing requirements to meet the stated mission, functions, and tasks of the program under review.
  • Providing guidance to Administration and Staff Office manpower management teams in the development of manpower standards and models.
  • Developing policy, directives, procedures, instructions and overarching guidance for the implementation of the VA's manpower management activities.
  • Responsible for enterprise-wide oversight of position data quality and compliance within HRIS of record position management and organizational structure policies.
  • Leading actions to validate VA staffing models, standards, and studies resulting in authoritative manpower staffing requirements for resource allocation decisions.
  • Coordinating with other VA manpower management teams and senior leadership to develop positions in support of or in opposition to recommended changes.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/02/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Conducting policy reviews to evaluate the effectiveness of current policies and practices; Developing proposals to change policy within one or more specialized HR fields; Applying a wide range of manpower principles including civilian and/or military practices and concepts; Seasoned consultative skills to provide staff-level advice to offices; Coordinating high-level meetings, conferences, and/or multi-organizational activities; Understanding the legislative process in determining federal agency budgets and impacts to organizational structure and personnel ceilings; Supervisory experience as a federal civilian or senior military official commensurate with the GS-15 level; Possessing competencies in team building, task management, project development/oversight, and performance management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
