Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology, Chief Technology Office, located in Ashburn, VA.

As a Supervisory Management and Program Analyst, you will be responsible for supervising a subordinate staff, and performing studies of processes and planning the organizational effectiveness in various assigned functional areas. This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10).

Typical duties include:

  • Assigning work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
  • Directing, implementing, coordinating, and overseeing a division and/or branch within CBP overseeing various acquisition and procurement related functions.
  • Serving as the principal advisor when representing CBP at meetings and conferences as directed by the supervisor.
  • Developing, implementing, and monitoring automated systems that focus on long- and short-range acquisition plans, policies and programs based on goals, objectives and priorities established by acquisition program offices.
  • Providing technical assistance and direct support to management staff in all matters relating to acquisition and procurement function to meet mission requirements.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Planning, organizing, and directing team studies, and collaborating with management to implement recommendations that improved departmental procedures or resource allocation.
  • Identifying requirements for personnel, overtime, equipment, supplies, and space, and drafting requests to secure resources necessary to support organizational objectives.
  • Analyzing and evaluating program operations, processes, and organizational effectiveness, and making recommendations for improvements.
  • Reviewing contract deliverables and invoices for compliance with contractual requirements, documenting findings, and reporting discrepancies to the Contracting Officer Representative.
  • Coordinating the implementation of automated tracking systems for acquisition plans and program data, ensuring timely and accurate reporting to assist in budget and resource decisions.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Additional information

Contracting Officer Representative (COR) Level III certification: You must possess a Contracting Officer Representative (COR) Level III certification or have the ability to achieve this certification within 6 to 8 months after onboarding.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include SLT three (3) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
