General Manger Duties:

As a Senior Manager you will:

  • Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  • Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long range plans, goals and objectives for the work directed.
  • Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  • Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.


The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Directs and oversees the work of a team of Legislative Affairs Advisors responsible for Congressional liaison activities, Executive Secretariat coordination, legislative analysis, regulatory support, and executive communications.
  • Provides executive oversight for development, review, clearance, and delivery of Congressional correspondence, Questions for the Record (QFRs), testimony coordination, briefing materials, technical assistance, and responses to Congressional inquiries.
  • Coordinates Service-wide legislative and regulatory activities involving Treasury, Congressional committees, IRS Business Operating Divisions, Executive Secretariat, and the Office of Chief Counsel.
  • Reviews and analyzes proposed legislation, Congressional inquiries, Treasury initiatives, and regulatory guidance to assess operational, compliance, and tax administration impacts.
  • Oversees preparation of briefing books, talking points, executive summaries, legislative analyses, and strategic recommendations for senior leadership.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower-level payband or GS grade 14 in the normal line of progression. Qualifying experience includes supervising professional employees, leading complex legislative programs, or managing high-visibility tax, legal, legislative, or public policy initiatives affecting an organization. To qualify for this position your experience should be sufficient to demonstrate:

  • Supervising, leading, or directing professional staff responsible for tax law, legislative affairs, congressional or legal relations, executive correspondence, legal analysis, public policy, or related technical functions, including planning work, assigning priorities, evaluating performance, developing employees, allocating resources, and fostering a high-performing, collaborative work environment.
  • Serving as a principal advisor to senior executives, organizational leadership, congressional or legal staff, and government officials or clients on complex tax, legislative, legal, operational, or public policy matters, including researching, interpreting, and applying the Internal Revenue Code, Treasury regulations, IRS guidance, administrative authorities, judicial decisions, legislative proposals, and/or related legal authorities to provide strategic recommendations.
  • Planning, coordinating, or directing legislative affairs, congressional or legal relations, executive correspondence, executive action tracking, and organizational responses to congressional or legal inquiries, oversight activities, hearings, investigations, Questions for the Record (QFRs), appropriations matters, technical assistance requests, and other high-profile executive assignments.
  • Reviewing, coordinating, or directing the development of congressional or legal responses, executive correspondence, testimony, briefing books, decision memoranda, policy papers, legislative analyses, executive summaries, talking points, and other executive-level written products involving complex tax, legal, legislative, or operational issues.
  • Analyzing proposed or enacted legislation, Treasury initiatives, appropriations, or executive level priorities and advising leadership regarding legal, operational, compliance, policy, or organizational impacts while representing the organization before senior executives, congressional or legal staff, policymakers, clients, professional organizations, and other external stakeholders.
  • Leading multidisciplinary teams of congressional or legal staff, Certified Public Accountants (CPAs), enrolled agents, economists, investigators, policy analysts, attorneys, executives, or other subject matter experts to develop, coordinate, negotiate, or implement legislative, tax administration, regulatory, or organizational initiatives.
  • Managing multiple high-priority legislative, executive, or operational assignments involving competing deadlines, sensitive issues, and significant congressional or executive level interest while exercising independent judgment and broad discretion, including developing or improving organizational processes, executive clearance procedures, correspondence management systems, workflow controls, performance measures, and other operational practices to improve efficiency, accountability, responsiveness, and quality.


Qualifying experience may have been gained through leadership positions involving congressional affairs, tax law, tax administration, regulatory affairs, government relations, legal practice, corporate tax, public policy, compliance, or related fields requiring expert knowledge of federal tax law, executive operations, congressional processes, and organizational leadership.

  • MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have:
    • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
    • Completed a formal vocational training program; or
    • Received a statement from school authorities agreeing with your preference for employment rather than continuing your education
