Job Summary

This position serves as an Supervisory Information Technology (IT) Specialist, responsible for performing a wide range ofIT work that involves data management, customer support, and systems analysis which entails planning and delivering customer support services, including installation, configuration, troubleshooting, customer assistance, and user training; analytical processes to the planning, designing and implementation of new and improved information systems to meet the business requirements of the agency; and planning, developing, implementing and administering systems for the acquisition, storage, and retrieval of data.

Duties and Responsibilities

Supervises and manages employees and contractors, including performance management. Serves as a member of the HSEMA management advisory staff and participates in recommending and formulating policies, strategies, and setting priorities to meet the needs of the agency. Incumbent monitors and optimizes database performance, and tune database operations, and generates complex queries and reports. Recommends modifications to database design to maintain and improve network performance and ensures the design is adequately documented. Incumbent defines the system's scope and objectives and determines the best approaches for implementation within the technical environment. Incumbent develops requirements and specifications for systems that meet business requirements.

Incumbent evaluates the feasibility of proposed new system development projects. Advises on the merits of proposed systems development projects and evaluates alternatives for application development, and recommends actions based on time, cost, and quality. Manages and maintains desktop computer environment, desktop and network printers, plotters, scanners, copiers, including the agency's 24/7/365 operations center. In addition, the incumbent will be assigned to one of the District's emergency operations incident management teams, with responsibility to respond to the Emergency Operations Center or to the community to support incident operations. The incumbent is subject to work call-back to support critical or emergencies.

Qualifications and Education

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers.

3. Oral Communication - Expresses information to individuals or groups effectively.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

AND

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.

A minimum of five (5) years of experience working in a related field is desired, including experience in homeland security, information technology, or emergency management. A bachelor's degree in a related field is desired.

Licensures, Certifications and other requirements

Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; FEMA Approved Intelligence Analyst Training Courses; Fusion Center Liaison Certification; IAEM Certified Emergency Manager or state-level emergency management certification.

Work Conditions and Environment

Incumbent will generally work in office settings with local travel. The incumbent may be required to work in an environment with limited access to personal electronic devices and limited natural lighting or austere conditions during emergencies and disasters.

Tour of Duty: 8:30 am - 4:30 pm (however, hours can vary based on the mission)

Pay Plan, Series, and Grade: MS-2210-14

Collective Bargaining Unit (Non-Union): This position is NOT a part of the Collective Bargaining Unit.

Promotion Potential: No Known Promotion Potential

Duration of Appointment: This is a Management Supervisory Service (MSS) Appointment. All positions and appointments in the MSS are "at-will" and serve at the pleasure of the appointing authority and may be terminated anytime with or without cause.

Position Designation: This position has been designated as security sensitive; therefore, the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the District's overall preparedness. In the event of an emergency, the incumbent may be called into work. The incumbent will fulfill all training and activation requirements as part of the Incident Management Team.

Residency Notice: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
