Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - DBC/DEVELOPMENT AND BUSINESS CENTER.

Duties

Help

  • Serves as a Branch Chief, directing personnel in managing the acquisition of services for the DoD. Plans, organizes and directs the activities of the branch providing supervision over a mix of Program Analysts and IT Project Managers.
  • Leverages deep knowledge of complex acquisition frameworks and diverse contracting types to strategically manage a portfolio of enterprise contract vehicles.
  • Formulates long-term strategic plans and roadmaps, providing strategic vision and leadership for critical enterprise contract vehicles, ensuring alignment with DISA and DoD strategic objectives.
  • Applies advanced program management expertise to oversee the planning, execution and performance of complex DISA enterprise contract vehicles.
  • Defines requirements and implements plans to meet objectives while managing resources, mitigating risks, and collaborating with cross-functional stakeholders.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report, upon entering the position and annually thereafter, in accordance with DoD 5500.07-R, Joint Ethics Regulation (JER).
  • Incumbent must obtain Acquisition certification in the Program Management Functional Area at the Advanced Functional level in accordance with DoD Instruction 5000.66.


Qualifications

Basic Requirements:

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience:

To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:

Experience directing acquisition strategy OR utilizing program management to define requirements, manage resources and mitigate risks for enterprise contracts.

Education

There is no substitution of education for thequalifying experienceat the GG-15 grade level.

  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
