Supervisory Surveillance Program Specialists and Surveillance Program Specialists within the Critical Incident Response Group (CIRG) Surveillance and Aviation Section who have served at least one-year as a GS-12.
In order to recruit and retain highly qualified candidates, selectees may be eligible for a Full Cost Transfer. Candidates who receive a Full Cost Transfer will be required to sign a one year service agreement to remain in the location/position.
To be eligible for a Full Cost Transfer, the candidate must move 50 miles or more to one of the respective locations. Proof of change in residency will be required.

JOB SUMMARY
The Special Surveillance Group offers a variety of mission capabilities and expertise designed to address even the most complex needs. The Supervisory Investigative Specialist - Team Leader manages, coordinates, and oversees a team of Investigative Specialists within an assigned AOR. They provide the FBI with superior surveillance capabilities through professional training and liaison for all SSG personnel.

KEY REQUIREMENTS
  • Must be a current FBI employee who is or has been assigned to the Special Surveillance Group (SSG) as a Supervisory Investigative Specialist or GS-11 Investigative Specialist. Supervisory Surveillance Program Specialists and Surveillance Program Specialists within the Critical Incident Response Group (CIRG) Surveillance and Aviation Section who have served at least one-year as a GS-12.
  • Must be able to obtain Top Secret/SCI clearance.
  • Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually.
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI).
  • Must have a valid driver's license for the state of residence.
  • Some travel may be required. Selectee will be required to travel on temporary duty assignments.
  • This position requires shift work and may include evening, night, and weekend work.
  • Must have completed the GS-12 SSG Career Developmental Plan (CDP) requirements or held the Surveillance Program Specialist position at the GS-12 grade level or higher.
  • Must have passed the Supervisory Investigative Specialist/Team Leader Panel Interview or held the Surveillance Program Specialist position at the GS-12 grade level or higher.
    • NOTE: GS-12 Special Surveillance Group Career Developmental Plan and Supervisory Investigative Specialist/Team Leader Panel Interview are not required for those who are current or have held the Surveillance Program Specialist position.
  • Must have operational or training experience recognizing surveillance detection route concepts and understanding counter surveillance opportunities.
  • Must have worked with concealment devices in an operational environment.
  • Must have experience successfully executing a covert evidence collection within a training or operational environment.
PHYSICAL DEMANDS
  • Work requires prolonged periods of standing, sitting in small/confined areas, walking, crawling, climbing, and running over rough or uneven surfaces, as well as operating vehicles under demanding road and traffic conditions.

MAJOR DUTIES
  • Serves as Team Leader for the SSG Program in the Newark Field Office.
  • Responsible for all aspects of surveillance from planning through execution.
  • Responsible for the collection, analysis, and dissemination of intelligence data gathered during surveillance operations.
  • Assigns work to subordinates based on priorities, time constraints, and selective consideration of the difficulty and requirements of the assignment.
  • This position requires shift work and may include evening, night, and weekend work. Selectee will be required to travel on temporary duty assignments.

Specialized Experience (SE):
GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:
  • Coordinated, planned, and executed surveillance operations; providing guidance to Specialists and ensuring personnel and equipment were available.
  • Served as Liaison with other agencies and/or FBI personnel to successfully carry out surveillance operations or training.
  • Experience that has provided the applicant with SSG operational knowledge including supervisory and managerial skills, abilities and attributes to successfully perform the duties of the position.
  • Gathered, analyzed, and evaluated information from various sources to determine its significance, identified trends and prepared and presented reports on findings.
  • Conducted training and briefings regarding surveillance operations.
Education
Education cannot be used in lieu of SE at this grade level.

ADDITIONAL INFORMATION

  • The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
  • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded.
