The Assistant Inspector General (AIG) for Investigations, (West) position is in the Office of Investigations (INV), Office of Inspector General (OIG), Department of Homeland Security (DHS). The Office of Investigations is responsible for investigating and bringing to the appropriate criminal, civil, and administrative justice system, those individuals and organizations involved in financial, professional, civil, or criminal misconduct relating to DHS programs and operations.

The incumbent serves as the Assistant Inspector General for Investigations with oversight of the Western Region (AIGI/West) and its functions. Under the direction of and working with the Deputy Inspector General for Investigations (DIGI), the incumbent is responsible for the operational and functional development, implementation, and supervision of DHS OIG investigative activities for field operations throughout the Office of Investigations as well as participating in the direction, development and implementation of OIG policies, procedures and programs for investigations.

As the Assistant Inspector General for Investigations, (West) you will be required to perform the following major duties:

  • Manages a comprehensive national program of investigations concerning illegal or prohibited activities related to the programs and operations of DHS inclusive of investigations of fraud, abuse of public trust, employee integrity and misconduct, and white-collar crime that contributed to the failure of DHS programs and operations.
  • Serves as the OIG's representative in interagency investigative matters and maintains close and cooperative relationships with key officials of the DHS and other Government departments and agencies in order that the operations of all agencies having an interest in an investigative matter may be fully coordinated.
  • Responds to inquiries by Agency officials, other Government units, and the public relating to OIG investigative matters.
  • Manages all OIG criminal and administrative investigative activities in assigned areas through subordinate office and division managers and supervisors.


  • Oversees and executes a full range of managerial and supervisory activities over subordinate supervisors and immediate staff personnel.
  • Coordinates program activities with the AIG for the other DHS OIG Program Offices such as Audits, Special Reviews, Inspections & Evaluations, Integrity, Innovation, Counsel, or their designees in developing joint audits, inspections, reviews, and investigative activities.


  • Manages investigations of major importance, which are frequently sensitive or complex and which have a high-level agency interest.


  • Analyzes proposed legislation and regulations to determine the projected impact on the economy and efficiency in administration of INV's programs and activities.

As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet this basic qualification requirement will disqualify an applicant.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These will be made against the Executive Core Qualifications and other technical requirements of the position.

To meet the minimum qualification requirements for this position, your 2-page resume must show possession of the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs) listed below to be considered. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

MTQ1. Demonstrated experience leading, managing and supervising an investigative

organization to include but not limited to, advising, developing, implementing, and

managing investigative reports, policies, procedures, and standard practices.

MTQ2. Demonstrated experience as a Criminal Investigator or an equivalent position

in leading, managing, and supervising a geographically dispersed investigative staff

conducting broad-ranging and complex investigations and investigative matters

relating to alleged violations of criminal laws focused on civil rights and civil liberties,

corruption, fraud, waste and abuse.

MTQ3. Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the most senior organizational leaders, representatives of external and interagency committees, and audiences varying widely in background, experience, and level of understanding on matters which may be sensitive, controversial, and complex.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

1. Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

2. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

3. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization's vision, mission and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

5. Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

  • Training Requirement: This position requires that you have completed the Criminal Investigator Training Program (CITP) or one of the following equivalents: (FBI Basic Special Agent Academy, DEA Basic Special Agent Academy, U.S. Postal Inspection Service, Basic Inspector Training Program, U.S. Army, CID Agent Course, or the U.S. Air Force Office of Special Investigations, Special Investigators Course). NOTE - Copy of certificate or transcript verifying completion required upon selection. Please ensure to list on your resume.
  • Firearm Requirement: This position requires you to be authorized to carry a firearm and maintain firearm proficiency. Therefore, it is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g) (9) and you will be required to verify that you have not been convicted of a misdemeanor crime of domestic violence.
  • Age Requirement: This position is covered by the law enforcement officer retirement provisions, 5 U.S.C. 8336 (c) or 5 U.S.C. 8412 (d),and as such is covered by a mandatory age requirement. There is a maximum entry age of the day before your 37th birthday for original appointment into law enforcement officer positions as defined in 5 U.S.C. 8331(21) or 5 U.S.C. 8401(17). This age restriction does not apply to those who have prior Federal service in a covered primary law enforcement position, or to qualified Veterans' preference eligible regardless of whether they meet the maximum age requirements identified at 5 U.S.C. 3307.
  • Medical Requirement: This position requires you to maintain physical fitness standards set by the agency. The duties of Criminal Investigators require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Additionally, the duties of this position involve activities under trying conditions, as such, applicants must possess emotional and mental stability. This position may require the completion of a Medical Examination that will include testing of your vision, hearing, cardiovascular, and mobility of extremities by an authorized Government physician. If a medical examination is required, you must be cleared by the authorized Government physician in order to be determined physically fit to perform the arduous physical exertion required of this position.
  • Drug Testing Requirement: This position has been identified as a Testing Designated Position (TDP); therefore, you are subject to drug testing under OIG's Drug-Free Workplace policy. Refusal to be randomly tested may result in disciplinary action up to and including removal from federal service.
