As a
Supervisory HR Specialist (Performance Management), you will:
- The incumbent is responsible for developing, administering, coordinating, and overseeing the Department's Performance Management Programs for both General Schedule (GS) and Senior Executive (SES) employees, as well as the Department-wide Awards and Employee Recognition programs, including monetary, non-monetary, and honorary awards and recognition initiatives such as Departmental award initiatives, including Secretary's Awards and Presidential Rank Awards.
- The work is concerned with providing leadership and guidance to staff or managing, analyzing, monitoring, and evaluating major program and policy aspects of substantive human resource activities under the incumbent's purview. This may involve developing long-range program plans, goals, objectives, and milestones. Evaluates effectiveness of efforts throughout the HUD organization. Identifies and develops ways to resolve problems or cope with issues which directly affect accomplishment of program goals and objectives. Provides authoritative advice and assistance to Division staff, and top echelon of HUD senior leadership.

Conditions of employmentThe official duty station for this position will be in
Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
- A one year supervisory or managerial probationary period may be required.

- Public Trust - Background Investigation will be required.

QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the
GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-14 grade level in the Federal service
. Specialized Experience for this position includes:
- Leading an enterprise-level performance management program for a large organization; developing and implementing policies, procedures, and governance frameworks that align employee and executive performance with strategic goals. AND
- Managing or advising on performance plans, appraisals, rewards, and accountability frameworks for GS employees and Senior Executives. AND
- Leading organizational change initiatives relating to performance management, including stakeholder engagement, training, and communication strategies to improve the effectiveness, accountability, consistency, and compliance.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable:
For the
GS-15 you must have been at the
GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
