Summary

About the Position:

This position supervises the Beneficiary Counseling and Assistance Coordinators (BCAC) who are responsible for assisting beneficiaries with health plan related concerns. The incumbent of this position needs to be customer services oriented.

This is a Direct Hire Solicitation

Duties

Help

  • Serve as the Chief, Beneficiary Services and primary Point of Contact (POC) for matters pertaining to the TRICARE program.
  • Plan and develop comprehensive management programs and long- and short-range objectives, designed to maximize health care cost containment, enhance level of quality care, and improve access to health care.
  • Provide expert assistance, guidance, and direction in validating and developing the Command's Annual Business Plan for submission to Defense Health Agency (DHA).
  • Based on studies conducted, makes recommendations regarding policies and procedures which should be developed and implemented to provide cost effective, accessible, quality health care under the TRICARE program.
  • As Contracting Officer's Technical Representative, prepare and distributes monthly briefing slides, monitor and update current table data, complete and submit semi-annual Commander's Survey with input regarding Managed Care Support Contractor.
  • Supervise and provide performance ratings for personnel providing health benefits support and is responsible for preparation of position descriptions, recommendations for awards, counseling, advertisement, and selections to fill vacant positions.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Specialized Experience: One year of specialized experience which includes analyzing beneficiary services health care data (i.e. enrollment, TRICARE, access to care, referral management, etc.), developing administrative or clinical management projects or plans for improved health care beneficiary services, and providing administrative or technical oversight or distribution of work to health care staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
