Summary

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in DIVISION 700, DEPARTMENT 720 of SUPSHIP GULF COAST.

This position is part of the DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). The NH-03 pay band encompasses positions equivalent to the GS 12-13 grade levels.

Duties

Help

  • You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
  • You will formulate the budget or cost estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
  • You will develop, determine, and interpret budgetary policies and practices.
  • You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
  • You will develop performance standards and evaluate employee performance.
  • You will review, analyze, edit, and consolidate budget estimates.
  • You will provide justifications to develop a budget package that reflects balanced multi-year funding needs of the command.

  • Must participate in the direct deposit pay program.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level FM03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector leading or developing financial management analysis and budget administration activities for acquisition programs or projects.
