Summary

This position is located at the Architect of the Capitol (AOC), Capitol Grounds & Arboretum (CGA). The Director, Facilities Operations serves on the CGA senior leadership team, contributing leadership and guidance to all aspects of the organization's operations; provides daily to long term supervision and guidance to the Maintenance Division comprised of pipefitters/irrigation specialists, automotive mechanics, engineering equipment operators, motor vehicle operators, masons and laborers.

The Supervisory Facility Operations Specialist (Director of Facilities Operations) performs planning, estimating, coordination and scheduling for the trades, crafts and labor workforce for construction, renovation and installation projects. The incumbent conducts inspections of construction and renovation work; formulates plans for the most efficient use of staff resources; and performs investigations and exploratory assessments to determine the scope and nature of required solutions, including the use of contractors. Serves as liaison with the Office of the Chief Engineer (OCE), Construction Execution Branch, Safety, Fire and Environmental Programs, U.S. Capitol Police, and other offices and jurisdictions of the AOC. CGA has continued to grow as a level III internationally accredited arboretum and nationally recognized leader of professional grounds management excellence.

Supervisory and Managerial Responsibilities

• Supervises the staff of the division through subordinate supervisors. Performs administrative and technical supervisory functions for subordinates. Manages the organizational unit's budget and workload.
• Develops work improvement plans for subordinates. If necessary, recommends appropriate personnel actions. Provides advice and counsel to subordinates on administrative and technical work matters.
• Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements.

Facility Maintenance Operations

• Analyzes long-range needs, unusual problems or unusual questions affecting facility maintenance, such as a requirement for maintaining a high state of readiness in case of disasters affecting the facilities and grounds. Addresses readiness elements such as disaster plans, egress to relocation sites and the development of relocation sites.
• Analyzes the computer-assisted facilities management system (TMA) to enhance the Preventive Maintenance (PM) system to ensure that preventive and corrective maintenance occurs in a timely manner. Performs Reliability Centered Maintenance (RCM) analyses, closely matching facility resources to needs while improving reliability and decreasing costs to maintain the highest level of efficiency in construction and renovation. In coordination with the Facilities Project Manager plans work based on Facility Condition Assessments (FCS), Deferred Maintenance (DM), and funding availability.
• Prepares comprehensive reports on both the technical and administrative aspects of the program for higher management levels. Collaborates with architects, engineers, estimators, technicians and client "customers" in conducting studies for proposed jobs and projects.
• Serves as a COR as needed.

Contract Administration

• Advises the Deputy Executive Director on the use of outside contractors when that is the most reasonable course of action to accomplish specific aspects of a job or an entire work project that cannot be performed by AOC Staff. Recommends changes, additions to or deletions from contracts. Participates with the CGA Executive Director and Deputy Executive Director in negotiations of these contracts.
• Serves as a Contracting Officer's Technical Representative (COTR) for designated contracts.
• Analyzes plans and specifications developed by architects and engineers, discusses design problems with a specialist on the Architect's staff and suggests solutions to problems encountered.
• Performs surveys to establish baseline data necessary to initiate requirements review.
• Performs technical oversight and support to contract workers and others assigned to projects by ensuring that plans, blueprints, materials and other tools required are available and by obtaining needed information and decisions from the supervisory engineer or other technical staff.

Responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.

To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-14 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

• Performing administrative and technical supervision of subordinate staff in the performance of gardening and grounds maintenance and repair work to include staffing levels, performance management, training and development and organization and position management;
• Providing guidance and managing maintenance programs for a public gardens that include seasonal horticultural displays and landscape preservations.
• Performing gardening work, including estimating material and labor costs for a variety of landscape projects, directing actual work operations and maintaining contact with the organization funding the project.
• Serving as a Contracting Officer's Technical Representative (COTR) or equivalent.

Education

Undergraduate and Graduate Education: Major study engineering, industrial arts, property management, or business administration.

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

• Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
• Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
• Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
