Summary

This vacancy is for a Supervisory Export Enforcement Analyst in the Bureau of Industry and Security within the Department of Commerce.

Duties

Help

As a Supervisory Export Enforcement Analyst, you will perform the following duties:

  • Manages the End-Use Check (EUC) program, including planning, coordinating, and assessing pre-license and post-shipment verifications, and initiating enforcement actions for potential Export Administrative Regulations (EAR) violations.
  • Maintains and updates enforcement screening tools, evaluates parties of concern, and issues recommendations for license applications based on comprehensive review of all relevant data.
  • Oversees all-source evaluations of foreign end users and provides critical information to BIS and interagency partners to support export license adjudications, prevent diversion, identify violators, and enable enforcement actions to ensure compliance with, inter alia, the Export Control Reform Act of 2018; Export Administration Act of 1979, as amended; Export Administration Regulations; International Emergency Economic Powers Act; and related statutes. Other annual metrics as requested by the OEA Director.
  • Develops improved methods for conducting Division activities for more efficient reporting procedures, establishing better evaluative criteria, and creating other techniques to enhance the efficiency and productivity of the staff.
  • Provides reports and summaries in response to requests from other Federal agencies, including the U.S. Congress and the General Accounting Office.


This Job Opportunity Announcement may be used to fill other Supervisory Export Enforcement Analyst GS-1801-15, (FPL:15) positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE:

You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service or its non federal equivalency.

Specialized experience is defined as:

1) Presenting information and/or presentations on national and/or international export enforcement issues; AND

2) Coordinating and/or conducting criminal investigations concerning export control violations; AND

3) Performing analysis of transactional data to identify possible export control violation.
