Responsibilities:

The Labor Compliance Supervisor (PWA) is responsible for overseeing and ensuring compliance with Prevailing Wage and Apprenticeship requirements, including labor provisions under the Inflation Reduction Act (IRA), Investment Tax Credit (ITC), and related programs. This role provides leadership over compliance with program development, internal record management, audits, and cross functional coordination. The Supervisor serves as a subject matter expert and ensures labor compliance requirements are embedded throughout the project lifecycle.

Key Responsibilities:
  • Compliance Program Oversight & Development
    • Oversee and maintain compliance with Prevailing Wage and Apprenticeship requirements under IRA, ITC, and other applicable labor regulations.
    • Ensure all compliance forms, templates, and documentation remain within current regulatory standards.
    • Develop, maintain, and update labor compliance procedures, work instructions, and operational workflows.
    • Monitor regulatory changes and implement updates to internal compliance processes as needed.
  • Internal Compliance Records Management
    • Oversee internal labor compliance records, including payroll and wage documentation.
    • Ensure payroll information is accurately reviewed, updated, and maintained for compliance purposes.
    • Generate and manage required compliance records for internal teams using customer third-party compliance software systems.
    • Maintain audit ready documentation and ensure data accuracy across systems.
  • Customer & Vendor Compliance Coordination
    • Lead and participate in customer compliance meetings as the primary labor compliance representative.
    • Manage follow-up actions with vendors to address compliance gaps or outstanding documentation.
    • Act as a liaison between customers, vendors, and internal teams to resolve labor compliance issues.
  • Metrics, Reporting & Submissions
    • Develop and maintain labor compliance metrics to track performance, risk, and adherence.
    • Prepare and submit required compliance documentation and reports to customers and applicable stakeholders.
    • Analyze trends and identify opportunities for process improvement and risk mitigation.
  • Audits & Ongoing Compliance Reviews
    • Audit customer project folders once projects move into service to confirm compliance with readiness.
    • Conduct quarterly compliance reviews for projects that are in service.
    • Identify deficiencies, recommend corrective actions, and track issues through resolution.
    • Ensure ongoing compliance throughout the life of each project.
  • Cross Functional Collaboration
    • Participate in project reviews and compliance discussions with Project Managers.
    • Provide guidance and recommendations on labor compliance risks, requirements, and best practices.
    • Review sales contracts to confirm labor compliance obligations are properly captured prior to execution.

Qualifications:
  • Education: Formal knowledge of federal labor compliance frameworks, including Prevailing Wage and Apprenticeship requirements and related Inflation Reduction Act (IRA) labor provisions.
  • Experience: Experience in labor compliance and regulatory oversight, including prevailing wage and apprenticeship programs, with a background in developing procedures, work instructions, and compliance-focused workflows, as well as working with payroll systems and third-party compliance platforms.
  • Skills: Strong audit, documentation, and analytical skills with the ability to interpret complex labor regulations and clearly communicate compliance requirements to internal teams, customers, and vendors.
  • Attributes: Detail-oriented and compliance-focused, with the ability to translate regulatory requirements into practical, operational guidance while collaborating effectively across internal and external stakeholders.

Travel:
  • Upwards of 20%

  • Full-time role, Houston office / hybrid / remote

For candidates in the states of California, Colorado, New York and Washington, the anticipated annual base salary for this role is between $93,000 - $110,000 This range does not include any other compensation components or other benefits that an individual may be eligible for. The base salary offered is dependent upon several factors, including but not limited to job-related skills, qualifications, experience, education, location, or other factors related to the role.
