- Directs the operation, maintenance, and strategic management of over seven million square feet of domestic facilities and 175 acres of grounds, ensuring safe, reliable, and efficient building operations.
- Leads a multi-branch organization through subordinate supervisors by establishing priorities, managing resources, evaluating performance, resolving personnel matters, and ensuring mission accomplishment.
- Provides executive-level technical leadership on facilities management, building systems, capital improvements, emergency response, sustainability, code compliance, and asset management initiatives.
- Oversees complex contracts, construction, operations, and maintenance projects, serving as senior advisor on procurement strategy, contractor performance, inspections, and project execution.
- Represents the Department with senior Federal officials, industry partners, and stakeholders to resolve complex facilities issues, develop policy, and improve nationwide building management programs.

QualificationsApplicants must meet all the required qualification requirements described below by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:- Experience providing leadership and technical oversight of facility management programs involving the operation, maintenance, and management of owned, delegated, and/or leased facilities.
- Experience administering or managing facilities-related contracts, including monitoring contractor performance and compliance with contract requirements
- Experience developing and implementing long-range facilities management strategies, budgets, maintenance programs, capital improvements, and/or asset management plans.
- Experience resolving complex facilities management issues involving building operations, emergency response, and/or regulatory compliance, including providing recommendations or briefings to senior leadership.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:- Ability to assign, review, and supervise the work of others;
- Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
- Ability to adjust to change, work pressures, or difficult situations without undue stress;
- Willingness to consider new ideas or divergent points of view; and
