Summary

This position is in the Office of Inspector General, Office of Management and Policy, Budget Branch. The Budget Branch serves as the central OIG authority for budget formulation, justification, execution, financial analysis, resource management, strategic budget planning, funds control, and budget policy development.

This position is Outside the bargaining unit.

Duties

Help

  • Exercises senior-level oversight of the obligation and expenditure of OIG funds; monitor execution trends, identifies risks or fiscal law concerns, and recommends corrective action.
  • Represents the OIG in high-level budget and financial management discussions with DOL, OMB, Congressional staff, other Federal agencies, and internal senior executives; responds to complex budget inquiries and data calls.
  • Analyzes the budgetary and operational impact of proposed and enacted legislation, appropriations language, rescissions, sequestration actions, transfers, and reprogramming restrictions, and develops options and recommendations to address these impacts.
  • Develops, issues, and evaluates OIG-wide budget policies, procedures, guidance, and internal controls... governing budget formulation, execution, funds distribution, resource estimation, staffing plans, travel resources, reimbursable agreements, administrative expenses, and other financial management activities
  • Resolves employee complaints, promote equal employment opportunities, workforce diversity, employee engagement, and a work environment free of discrimination, harassment, and retaliation.
  • Reviews, analyzes, and integrates budget submissions from headquarters and field organizations; identifies and resolves funding imbalances, duplication, resource gaps, inconsistencies, and emerging mission requirements.
  • Provides technical and administrative direction to staff during periods of intense workload, shifting priorities, continuing resolutions, budget hearings, OMB Passback, appropriations changes, emerging financial risks, and other time-sensitive budget events.

Qualifications

You must meet the Specialized Experience to qualify for Supervisory Budget Officer, as described below.

For the GS-15 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for the GS-15 level includes the following:
• Involved in the full cycle of budget planning, reviews, analyzes, and integrates budget submissions;
• Manages the obligation and expenditure of funds for a federal agency;
• Familiar with budgetary and financial management systems.

Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 10/05/2026, the announcement closing date.

Education

There is no substitution of education for the required specialized experience at the GS-15 level.

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum coursework requirements for this position.

Telework or Telework Positions: This position is physically located in Washington, D.C. Incumbents are eligible to telework, subject to supervisor approval, but must also report to the physical office a prescribed number of days each pay period. Click here for Telework Position Information
