Summary

The Facility Siting Supervisor leads a team responsible for identifying and securing locations and routes for transmission and generation facilities. Oversees siting activities to support project requirements and compliance with applicable regulatory and environmental requirements. Serves as key liaison with internal departments, external stakeholders and regulatory agencies throughout the siting process and through project energization.

Minimum Requirements

  • A four-year Bachelors degree in Marketing, Business, Construction Management, Engineering or other job-related field from an accredited college or university plus five (5) years experience in siting project management, construction, project management or other job-related field.
  • In lieu of bachelors degree, combination of college coursework and/or experience in siting project management, construction, project management or other job-related field equaling nine (9) years.
    Preferred Special Skills, Knowledge or Qualifications:
  • Prior leadership experience.
  • Strong communication and problem-solving skills.
  • Experience providing testimony before regulatory agencies.
  • Experience interfacing with customer regulatory agencies.


Major Accountabilities

1) Supervises employees through effective selection, work assignment, coaching, performance management, compensation administration and employee development. Establishes expectations, provides timely feedback and supports cross-training and succession readiness.

2) Assigns and prioritizes siting work across multiple projects. Monitors schedules, resources, deliverables and project dependencies; resolves workload conflicts; and provides direction on complex siting matters.

3) Facilitates coordination with engineering, legal, environmental and construction teams to incorporate siting decisions and requirements into project planning, design, permitting and construction.

4) Identifies and evaluates potential risks related to site selection, permitting delays, regulatory issues and stakeholder opposition. Develops mitigation strategies and contingency plans to minimize project disruptions.

5) Establishes and maintains siting practices, tools, documentation and quality standards. Oversees the siting and public engagement processes and ensures consistent approaches to public involvement and stakeholder engagement (e.g., government agencies and leaders, Arizona Corporation Commission, Line Siting Committee, etc.).

6) Oversees compliance with applicable siting, environmental, permitting and regulatory requirements. Reviews significant filings, presentations, testimony and supporting documentation for completeness, consistency and organizational alignment.

7) Monitors department expenditures and resource use against approved budgets and identifies potential variances for management review.

Hybrid: Employees in hybrid roles work both in their home offices (virtually) and alongside their colleagues (in person).

In order for employees to build strong relationships and to promote meaningful in-person interactions, hybrid employees are expected to work about 40% of their time in-person at an APS or other (non-home office) location.
  • Employees are expected to reside in Arizona (or New Mexico for Four Corners-based employees).
  • Working from a home office requires adequate technology and an appropriate ergonomic set up.
