Summary

Duties

Help

  • You will act as the Command's principal strategic liaison and negotiating authority to independently negotiate and finalize Inter-Service Support Agreements, major facilities requirements, and comprehensive space reallocations.
  • You will direct comprehensive space management, proactively advocate for, negotiate, and secure sufficient administrative and operational space to support existing and emergent programs.
  • You will oversee operations, ensure the office meets all command administrative, logistical, and operational requirements.
  • You will collaborate to schedule and oversee maintenance activities, negotiate support agreements, and ensure proper building and grounds upkeep, repair, physical security, electrical, plumbing, HVAC, and ventilation services.
  • You will direct overall work assignments for facilities, safety, and emergency management programs, monitor and report on the status and progress of work, and review completed work to ensure all requirements have been met.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Directing regional facility operations and emergency management programs; negotiating facility allocations and support agreements with internal and external stakeholders; overseeing infrastructure, safety, and security portfolios to resolve operational conflicts; managing program resources, budgets, and contracts; and leading a multi-disciplinary team of specialists.

Education

Undergraduate and Graduate Education: Major study engineering, industrial arts, property management, or business administration.

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position, the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $187,093).

This position is eligible for ad-hoc/situational telework at the discretion of management.

This position is covered by the Department of Defense Priority Placement Program.

Several vacancies may be filled.
