Major Responsibilities:

To supervise the staff, budget and resources of a provincially funded Ontario-wide telephone and e-chat counselling service to meet the needs of a multilingual, multicultural population, while ensuring that contractual obligations with the Ministry of Health are met, with the overall goal of reducing the incidence of sexually transmitted infections, (including HIV/AIDS) and unplanned pregnancy and promoting healthy sexuality.
  • Implements detailed plans and recommends policies regarding program specific requirements
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes vacation and overtime requests.
  • Monitors and evaluates staff performance, and ensures the quality of counselling provided
  • Approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Ensures availability of staff to cover the information line on weekdays from 10:00 a.m. to 10:30 p.m. and weekends from 11:00 a.m. to 3:00 p.m.
  • Ensures that staff are reflective of populations served by targeting languages, skills and sexual health knowledge when hiring
  • Provides business cases, scenarios and documentation to the Ministry of Health to ensure the provision of required moneys to operate the program. Ensures that the budget and resource management fulfills the requirements of the Ministry of Health contract, Sexual Health Program and Toronto Public Health
  • Anticipates and responds to the needs of approximately two thousand callers per month, frontline counsellors/staff, other departments, community groups, the media and the Ministry of Health
  • Compiles and analyzes data for and prepares written reports. Approves and distributes final reports for the Board of Health and Ministry of Health
  • Reviews and approves communication materials to the community in various forms. Anticipates contentious issues and initiates communication with the Ministry of Health and Toronto Public Health as appropriate
  • Develops and updates policies and procedures which are compliant with the Ministry of Health guidelines, Sexual Health Infoline specific issues around the anonymity of callers to meet the legislated requirements of the Health Promotion and Protection Act, Child, Youth and Family Services Act, Mandatory Health Programs and Services Guidelines, Municipal Freedom of Information and Protection of Privacy Act, Regulated Health Professionals' Act and the College of Nurses of Ontario
  • Develops program plans based on legislated activities, identified emerging issues, disease trends or community needs. Assesses existing resources and prioritizes activities. Develops evaluation criteria related to the program goals and objectives
  • Establishes program indicators to measure the success of program activities
  • Collaborates with colleagues across TPH programs
  • Collaborates with external agencies such as the Ministry of Health regarding specific issues around disease trends, information and planning
  • Provide supervisory cover of the Sexually Transmitted Infections program, as needed


Key Qualifications:
    1. Bachelor's degree in Health or Social Sciences required; advanced training or a Master's degree in Counselling, Education, Nursing, or a related discipline is strongly preferred. Equivalent combinations of education and experience will be considered.
    2. Experience supervising, leading, and developing staff teams in a non-union and unionized environment.
    3. Experience providing sexual health and harm reduction counselling, education, and support to diverse populations.
    4. Experience developing, implementing, and maintaining program standards, policies, and procedures, with the ability to ensure compliance, consistency, and continuous improvement across program operations.
    5. Experience overseeing program data and leveraging strong technical skills to ensure data integrity, compliance, trend analysis, and accurate reporting.
    6. Experience using Microsoft Excel to support data analysis and administrative functions.
    7. Knowledge of working with relevant legislation, standards and guidelines, collective agreements, occupational health and safety act.
    8. Ability to develop, implement program standards, policies and procedures.
    9. Excellent oral and written communication skills.
