Full Job Description
Responsibilities

The Subcontracts Administrator III is responsible for managing all procurement actions (subcontractors and buying). This role performs the full range of procurement lifecycle activities, from supporting government RFP releases through subcontract execution, administration and closeout. This is a hybrid role and requires working onsite Tuesday's and Wednesday's in our Reston, Va. office.

Responsibilities:

  • Review prime contract RFPs and develop compliant subcontractor RFP packages aligned with program objectives, ensuring compliance with FAR, DFARS, CPSR requirements, and customer-specific procurement policies. Experience supporting proposal efforts, including pricing and cost analysis
  • Coordinate directly with subcontractors to ensure complete, accurate, and timely proposal submissions
  • Prepare subcontract-related proposal documentation, subcontractor source selections, competition analyses, sole source justifications, price analyses, and cost analyses in accordance with CPSR requirements and internal procurement procedures to support CPFF, TM, FFP program types
  • Track subcontract funding/ceilings, burns, and required actions; coordinate with program control/finance and contracts to support funding updates and invoice resolution
  • Draft, negotiate, and administer subcontracts, purchase orders, teaming agreements, and non-disclosure agreements
  • Provide guidance to non-procurement stakeholders on subcontracting processes, compliance requirements, and risk considerations
  • Strong negotiation skills and strategies
  • Identify opportunities for process improvements and contribute to procurement best practices
  • The ability to work independently with minimal oversight, manage multiple priorities and maintain a high level of customer satisfaction is essential
  • Perform other related duties as assigned


Qualifications

Requirements:
  • Bachelor's Degree (preferably in Business) or equivalent related experience
  • 4+ years working as a Subcontracts Administrator in a government contracting environment with experience operating within a CPSR-approved or CPSR-compliant purchasing system
  • Experience with an enterprise procurement system (ideally Costpoint or Unanet)
  • Strong knowledge of procurement file documentation requirements, including competition documentation, sole source justifications, price/cost analyses, negotiation memoranda, and subcontract file maintenance of the Federal Acquisition Regulation (FAR) (and DFARS, as applicable)
  • Organized, detail-oriented, and compliance-minded without losing sight of program objectives
  • Strong written and verbal communication skills, with the ability to interact effectively with program management and senior stakeholders
  • Comfortable working in a lean, collaborative environment and enjoys having broad responsibility and visibility across programs.
  • This individual is adaptable, proactive, and able to shift priorities as needed to support program and team needs.


Preferred Experience:
  • Experience working in Unanet
  • Experience supporting Contractor Purchasing System Reviews (CPSRs), DCMA audits, purchasing system assessments, or other government compliance reviews
  • FFATA experience
  • CHESS experience
  • Experience supporting both small and large government contractors
