What You'll Do:

  • Responsible for supplier sourcing, preparing bid packages, soliciting and leading supplier proposal evaluations; employ value analysis techniques to analyze cost/price technical capability and financial viability, investigate supplier's ability to perform within the proposed cost, technical, and schedule parameters.
  • Responsible for assigned category supplier tactical and strategic relationships, may participate on a Category Management team in the development of category strategies, risk assessments, performance tracking, and to drive supplier performance. Execute and manage category specific, technically complex procurements.
  • Represent ISC at various levels on cross-functional teams to drive business success.
  • Perform all subcontract management functions including modifications, manage funding, track supplier spend, milestone payment plans, evaluate accuracy, and authorize payment of invoices; solicit Engineering Change Proposals, manage Subcontractor Data Requirement List (SDRL) communications and deliverables.
  • Responsible for all aspects of subcontract execution from proposal through product delivery. Authorized signature authority for procurements, subcontracts, and contractual point of contact with suppliers. Serving as a single point of contact to the subcontractor/ supplier while fostering collaboration between the subcontractor/ supplier and the BAE Systems Space & Mission Systems (SMS) team, including the Program Manager, Engineering team, Project Engineering group and Quality team.
  • Identify supplier risk and opportunities to achieve program objectives; develop risk assessments, manage supplier risk through targeted negotiation strategies/plans in conjunction with the associated team/technical leads; lead contract negotiations.
  • Develop subcontract management plans in conjunction with Category Management teams; determine contractual methodologies for supplier performance that align to the negotiated contractual baseline, such as delivery incentives, fee plans, and required supplier status meetings, programmatic reviews, etc.
  • Conduct the contracting process in adherence with US Federal Acquisition Requirements, Public Law, Company and Supply Chain Policies and Procedures
  • Negotiate and coordinate additions, deletions, or modifications to the subcontracts.
  • Participate on Strategic Sourcing and Category Management teams.
  • Responsible for the management of supplier performance throughout the contractual lifecycle; resolve supplier performance issues and any internal issues that affect supplier performance.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Required Skills and Education

  • Bachelor's degree in a related field plus 4 or more years related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • FAR/ DFAR Experience.
  • Experience with Fixed Price, Cost Reimbursable, and Time and Material Subcontracts.
  • SDRL Management and Invoicing Experience.
  • Ability to effectively relate with others and cooperate as a team member.
  • Ability to build effective relationships at all levels of the organization, using excellent interpersonal organizational and communication skills.
  • Excellent organizational skills, problem solving skills, and the ability to interface with suppliers, internal customers, and external customers.
