POSITION IS FLSA EXEMPTWe are looking for a Street Maintenance Operations Supervisor to lead key maintenance and construction projects within our Public Works team. Reporting directly to the Assistant Public Works Director, you will plan, schedule, and prioritize daily tasks, mentor a dedicated crew, and ensure all work meets high-quality standards and deadlines.

As a Street Maintenance Operations Supervisor, you will serve as a vital link between the City's leadership and the dedicated crews maintaining our street infrastructure. We are looking for someone with a strong background in public works or construction, a knack for solving real-time field challenges, and a commitment to keeping our community's roadways safe and well-maintained.
What You'll Need To Be Successful In This RoleEDUCATION AND EXPERIENCE- Graduation from a high school or GED, supplemented by course work or training in construction and maintenance.
- Three to five (3-5) years' experience in construction and maintenance in the relevant field of the Public Works Division.
- Two (2) years of supervising experience with supervisory experience in public sector preferred.
- OR an equivalent combination of education, experience and training equivalent to the above minimum requirements.
SPECIAL REQUIREMENTS- Valid Arizona Driver's license appropriate for the type of equipment being operated.
- May require other specialized licenses or certifications not listed below depending on assignment.
- Required to provide own hand tools.
- Based on assignment, may be required to participate and obtain NIMS (National Incident Management System) training certifications.
- Minimum of CDL - Class A; Endorsements as required by division. Traffic Control Supervisor certification is desired prior to interview. Successful applicants who do not have a current certification will be required to obtain one within 6 months of hire.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES- Thorough knowledge of the principles and practices of construction and maintenance of City infrastructure, equipment, facilities, or fleet required in a comprehensive and progressive public works program.
- Considerable knowledge of project and program management.
- Knowledge of the principles and practices of Asset Management, and best practices evaluation principles for construction and maintenance programming and scheduling.
- State and Federal laws governing the construction and maintenance activities including OSHA standards, and state and federal regulatory and compliance requirements.
- Policies, rules and regulations governing the safety programs and policies.
- Estimating, costing, ordering materials, and equipment scheduling: Plan review to determine materials, tools, equipment and sequence of work.
- Budget principles and practices: Microsoft Office products and other relevant technologies.
- Capital improvement and fiscal short and long range planning.
- Leadership and management practices; and team building methods.
- Make appropriate decision, verifying compliance with department policies, objectives and procedures, statutes, laws, rules, and regulations, and using initiative and independent judgement within established guidelines.
- Directing and coordinating construction and maintenance projects and programs for City infrastructure, equipment, facilities, or fleet.

What You'll Do For The City Of KingmanPersonnel Supervision, Leadership & Training (30%) - In this role, you will supervise, plan, and coordinate a team of employees, establishing deadlines, priorities, and work sequences. In addition, you will provide leadership and supervision to assigned employees, which includes participating in hiring and disciplinary decisions; providing and/or recommending employee development; and participating in employee performance management. This will include training and instructing employees in the proper use, general cleaning, maintenance, and safety inspection of vehicles, equipment, and tools. Finally, you are expected to have the ability to source, plan, implement, and maintain a training matrix.
Project Management, Inspections & Contract Oversight (20%) - Confers with Project Manager for the planning, review, coordination, and implementation of projects. Inspects and approves all phases of public and private construction jobs and projects. Prepares cost projections for specific jobs and projects. Accurately reads and interprets maps, specifications, drawings, and blueprints. Coordinates and monitors programs and projects for the assigned area to establish and accomplish goals and objectives, track effectiveness, and ensure regulatory compliance. Possesses the knowledge and ability to track, inspect, and document large-scale construction projects.
Administration, Budgeting & Resource Management (20%) - Requisitions and maintains an inventory of supplies, tools, and equipment. Advises on capital expenditures. Maintains project and program plans and specifications. Tracks, manages, and forecasts the streets budget. Prepares a variety of studies, reports, and related information for department management review. Prepares and maintains work records and logs, work orders, maintenance and repair logs, vehicle inspection forms, and other documentation.
Field Operations and Maintenance (20%) - This role is responsible for overseeing and participating in the maintenance and repair of the City's streets, parking lots, curbs, gutters, sidewalks, driveways, washes, drainage systems, and handicap ramps. This includes directing crews in setting forms and pouring concrete, installing or replacing traffic signs, laying out permanent pavement markings, performing traffic control activities, and overseeing the maintenance of street lights and traffic signals to ensure safe and effective street operations. This position coordinates and participates in operating and maintaining light to heavy equipment used in general street and drainage maintenance, such as street sweepers, sand trucks, patch trucks, service trucks, backhoes, cranes, bucket trucks, graders, loaders, dump trucks, and tractors.
Public Relations, Liaison & Professional Representation (10%) - Serves as a liaison with employees and external organizations; represents the City at various meetings, public events, training sessions, committees, and related events, and maintains effective working relationships. Provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups, and the general public; and communicates official plans, policies, and procedures to staff and the general public. Establishes and maintains effective and supportive relationships by demonstrating courteous, professional, and cooperative behavior; promotes the City's goals and priorities in a positive manner; and complies with all policies and procedures
