Challenging ProjectsAs the Strategy & Performance Manager with JCTM, you will serve as the designated Key Personnel and perform the Project Manager duties established for this requirement. You will be responsible for Contractor work performed across the Statement of Work (SOW) tasks and serve as the single point of contact for the Contracting Officer and COR.
Key Responsibilities- Support strategy, policy, governance, organizational performance, analytics, and information management activities.
- Lead and coordinate Contractor work across the SOW task areas.
- Support strategic planning, organizational performance assessment, business process improvement, performance measurement, and enterprise-wide governance and performance evaluation.
- Support development and evaluation of performance measures, key performance indicators, key risk indicators, forecast models, risk assessments, management reports, and executive dashboards.
- Facilitate requirements definition, task planning, recommended schedules, progress tracking, and reporting of schedule, risk, and performance information.
- Support research, stakeholder collaboration, risk assessment, and data-driven analysis related to organizational policies, strategic plans, governance frameworks, and performance improvement initiatives.
- Support strategic initiatives and communicate complex findings to senior leadership.
- Lead cross-functional coordination and stakeholder engagement.
- Support preparation of strategic plans, SOPs, briefing materials, memoranda, white papers, reports, presentations, and other analytical and advisory deliverables.

You Have- Master's degree in Public Administration, Strategy, Economics, Finance, or a related field.
- Experience in strategic planning, organizational performance management, business process improvement, and performance measurement.
- Minimum seven years of documented experience supporting Operations and Planning requirements of the same size and scope.
- Demonstrated expertise developing key performance indicators, facilitating strategic initiatives, analyzing organizational performance data, preparing executive reports, leading cross-functional teams, and communicating complex findings to senior leadership.
- Strong technical writing, project management, and stakeholder engagement skills.
- Proficiency in Microsoft Office, Power BI, SharePoint, and SQL.
- Demonstrated ability or capacity to develop, analyze, recommend, and evaluate organizational policies, strategic plans, governance frameworks, and performance improvement initiatives through research, stakeholder collaboration, risk assessment, and data-driven analysis.
- Minimum seven years of supervisory experience.
- Project Management Institute Project Management Professional (PMP) certification.
