Summary

This position is located in the U.S. Department of Labor, Wage and Hour Division of Business Transformation and Product Management, Office of Administrative Operations. The incumbent is responsible for driving business process enhancements and formulating comprehensive product strategies that further agency objectives ensuring alignment between information technology solutions and operational demands.

As a Strategic Integrator, duties will consist of, but are not limited to the following:

  • Represents agency business interests in collaboration with OCIO related to the planning and delivery of IT solutions.
  • Identifies agency needs, impacts to agency policy and procedures, establishing current and future business process workflows, and translating agency business requirements into actionable technical tasks.
  • Advises the Director, other Agency officials, on labor relations deliberations and decisions relative to Information Resources Management (IRM) effectiveness, planning, resource utilization, operations, and organizational structure which are routinely accepted and implemented.
  • Maintains a continuous awareness of policies, planning and ongoing events/activities within the Agency related to IRM and modernization.
  • Manages and integrates the WHD IT systems which includes sensitive and confidential information and documents.
  • Strategically leads the collection and collaboration across program offices, to assist with elicitation and finalization of functional requirements, and works to ensure that delivered IT solutions are usable, adoptable, and valuable to WHD end users.
  • Provides recommendations to the Director and senior leadership on the procurement of IT solutions and information resources (e.g., service contracts, hardware, software, equipment, etc.).
  • Serve as a project manager of WHD's modernization teams in short and long-range planning for the development and implementation of future agency specific hardware/ systems/software and direction as the proponent for capabilities for these customers.

Qualifications

You must meet the Specialized Experience to qualify for Strategic Integrator, as described below.

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes:

1.) Experience demonstrating expertise as liaison for agency-wide IT initiatives, providing leadership in enterprise IT operational planning and coordinating modernization efforts ensuring that business needs, communication strategies, and cross-functional technology initiatives are consistently aligned throughout the organization.

2) Experience managing and integrating complex IT systems including overseeing system changes, ensuring compliance with federal information security, and data handling requirements.

3) Experience leading project management methodology modernization efforts refining business requirements, prioritizing product backlogs, evaluating workflows, and translating mission needs into actionable technical tasks to deliver user centered, mission aligned technology solutions.

4) Experience conducting enterprise assessments, business process analyses, and analyses of alternatives (AOAs) to resolve complex or ambiguous organizational challenges.

5) Experience managing, and overseeing implementation of IT project portfolios and technology procurement activities, including recommending cost effective hardware, software, and service acquisitions.
