Summary

This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

Duties

Help

This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

As a/an Supervisory Program Advisor, you will:

  • Serve on the Assistant Secretary's immediate staff with responsibility for keeping abreast of developments within each program area; for monitoring activities in which the Assistant Secretary have a special interest; for keeping them informed of CPD developments and issues, for performing special assignments or projects and for coordinating special activities within the Office of the
    Secretary.
  • Develop and recommend to the Assistant Secretary, policies, systems, procedures and controls to achieve maximum management effectiveness, and up on approval, is responsible for implementation of such systems, procedures and controls.
  • Provide advice and assistance to the Assistant Secretary concerning the impact that proposed changes in other Departmental policies may have upon operations within CPD and serves as liaison officer to determine the impact or resolve conflicts with offices within the Department.
  • Plan, organize, arrange, and participate in conferences and meetings of particular importance to the Assistant Secretary because of the nature of the subject matter, the background of the participants, or matters of policy involved. Follow up for the Assistant Secretary on agreements reached in such meetings, the development of material, initiation of correspondence, etc.
  • Have delegated authority to oversee the overall planning, direction, and timely execution of various CPD program activities. He/she is the immediate supervisor of several Special Assistants and office support staff.

The official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:

- Leading and providing guidance for programs which are impacted agency-wide, nation-wide, and directly involves the national interest; AND

- Recommends policies, systems, procedures and controls to achieve maximum effectiveness, and implements such systems, procedures and controls.; AND

- Supervisory authority to oversee the overall planning, direction, and timely execution of various program activities; AND

- Communicates with internal and external stakeholders through writing and oral communication.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
