SummaryThe Senior Business and Financial Operations Specialist provides financial management, programming and budget execution support to the Secretary of the Air Force Office of Competitive Activities (SAF/OC), supporting the CDM directorate and its Foreign Materiel Program Support Office (FMPSO).
This position allows for a hybrid work schedule with expectations of working in the office at our Fort Washington, MD location.
What You Will Do- Provide analytic support across the Planning, Programming, Budgeting and Execution (PPBE) process, covering all four phases rather than execution alone.
- Support Program Element Monitors (PEMs) in building, defending and adjusting program element positions through the POM cycle.
- Prepare and maintain program and budget documentation, including exhibits, spend plans, and reclama and issue-paper inputs.
- Track funds by appropriation and by organization, reconciling MIPR-funded lines where most program funding arrives from external mission partners rather than SAF PALM or POM money.
- Monitor obligation and expenditure rates against phasing plans, identify execution shortfalls and excesses early, and recommend realignments.
- Build the monthly financial execution picture the office reports upward, at a fidelity that holds ceiling, funded, executed, estimate to complete and estimate at completion down to the individual MIPR.
- Prepare read-ahead material and financial summaries for senior Department of War leadership and for program and budget reviews.
- Coordinate with contracting, program management and security staff across the SAF/OC organizations (OCB, OCXA, CDMR and CPO) on funding actions and their timing.
- Respond to data calls from Air Force, Department of War and Congressional staff within the timelines those calls carry.
- Identify opportunities to automate recurring financial reporting, working with the SAF/OC System Automation Team.
What We Are Looking For- 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- Direct experience with the PPBE process, including the planning and programming phases, not budget execution alone.
- Experience preparing or defending program element positions, or supporting Program Element Monitors.
- Working knowledge of appropriation types, color of money rules, and reprogramming and realignment mechanics.
- Experience building financial reporting for a senior staff audience.
- Strong Excel skills, including work with large financial data sets.
- Clearance: Must possess and maintain a TS/SCI clearance.
Bonus Points For...- Experience supporting a Headquarters Air Force or Air Staff two-letter or three-letter organization, particularly SAF/AQ or SAF/OC.
- Familiarity with the Foreign Materiel Program or with other special-access or sensitive-activity funding lines.
- Experience with MIPR-funded work where an organization front-funds and is later reimbursed.
- Experience with Air Force financial systems (for example ABIDES, CRIS, or the Automated Funds Management system) or with GFEBS.
- Power BI or comparable experience turning financial data into recurring leadership reporting.
