Executive Director / General Counsel

Position Summary

The Executive Director/General Counsel serves as the Chief Administrative Officer and Legal Advisor to the Office of the State Attorney Monique H. Worrell. This position is responsible for the strategic leadership and oversight of the agency's administrative operations, including fiscal management, human resources, legislative affairs, facilities, grants, procurement, risk management, public records compliance, records retention, management information systems (MIS) and organizational policy development. The Executive Director ensures compliance with applicable federal and Florida laws while promoting efficient, effective, and accountable government operations.

This position exercises significant independent judgment and serves as a member of the executive leadership team.

Essential Duties and Responsibilities

Executive Leadership

  • Serve as principal advisor to the State Attorney on all administrative, operational, legal, and organizational matters.
  • Establish and implement all agency policies, procedures, and administrative standards.


General Counsel

  • Advise the State Attorney and senior leadership on legal, regulatory, employment, ethics, procurement, public-records, and governmental matters.
  • Manage, and handle (when necessary) all civil litigation, administrative proceedings, hearings, and other legal disputes involving the Office.


Fiscal Administration

  • Develop, prepare, negotiate, and administer county and state operating budgets.
  • Monitor agency expenditures, revenues, collections, and budget performance.


Human Resources Administration

  • Oversee all Human Resources operations and personnel administration.
  • Directly supervise management in administrative departments including: 1) Director of HR, 2) Fiscal Director, 3) Director of Facilities, 4) Director of Public Records, 5) Manager of Records Management, 6) Director of MIS, 7) Director of Victim Services and 8) Support Staff Administrators.


Facilities, Security, Records and Management Information Systems Management

  • Responsible for all administration and operational management of office facilities, security and Management Information Systems. .
  • Ensure that security and technology systems effectively support prosecutorial, investigative, legal, administrative, and business operations while maintaining compliance with applicable federal and state information-security requirements, including the FBI and FDLE CJIS, NCIS and other regulatory security systems policies


Knowledge, Skills, and Abilities (Preferred)

  • Excellent leadership, negotiation, and organizational skills.
  • Ability to analyze complex financial and operational issues.
  • Strong written and verbal communication skills.
  • Ability to manage multiple high-priority projects simultaneously.
  • Skill in developing policies and administrative procedures.
  • Ability to establish effective working relationships with elected officials, government agencies, and community partners.
  • Ability work in high- stress environment while performing high-level multi-tasking to resolve agency matters in a timely manner.


Minimum Qualifications

  • Juris Doctor (J.D.) from an accredited law school.
  • Member in good standing with The Florida Bar.
  • Seven to ten years of progressively responsible management experience in government, legal administration, public administration, or a closely related field.
  • Significant experience in budgeting, personnel management, strategic planning, and organizational leadership.
  • Experience interpreting and applying Florida law and governmental regulations.
