FINANCIAL SYSTEMS BUSINESS ANALYST

FLORIDA DEPARTMENT OF THE LOTTERY - DIVISION OF FINANCE AND BUDGET

GENERAL POSITION DESCRIPTION:

This is a highly professional, responsible, and technical position that reports directly to the Chief Financial Officer. This position serves as the department's Business Analyst and Subject Matter Expert (SME) for all financial data, functions and matters of the department. The incumbent will play an integral part of ensuring all financial business processes are documented accurately, and data is being transmitted, recorded, and validated precisely from the interface between the new Florida Planning, Accounting, and Ledger Management (PALM) system, the Lottery's Central Gaming System, Prize Payment System, and any other associated systems that are affiliated with the financial management functions of the department.

ESSENTIAL DUTIES:

  • Serve as the Business Liaison, Training Liaison, and User Acceptance Testing (UAT) Coordinator for the Florida Planning, Accounting, and Ledger Management system project, including agency readiness, role mapping, user acceptance testing, user training, creation of agency business processes, and any other associated functions required to manage the PALM project.
  • Serve as the department's Financial Systems Business Analyst for all financial related data that interfaces with the existing Lottery financial systems, the new Florida Planning, Accounting, and Ledger Management system, the agency gaming system, and the prize payment system.
  • Act as a Financial Knowledge Champion liaison between the General Accounting unit and the Information Resource, Data Management, and Information Security sections.
  • Serve as a Lead Financial Subject Matter Expert and a liaison between the Lottery and the Department of Financial Services PALM team for all PALM system related issues and assignments.
  • Serve as the PALM system coordinator as it relates to system issues and financial data reporting.
  • Develop training materials and plan and conduct training for accounting personnel on PALM operating procedures and reporting.
  • Submit written status reports as required by management regarding the PALM system and any other related financial system in the department.
  • Each employee is expected to be knowledgeable of the Lottery's Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.

  • Knowledge of accounting principles, practices, and procedures.
  • Knowledge of financial planning principles.
  • Extensive knowledge of the FLAIR system components as it relates to retrieval and reporting.
  • Knowledge of financial business systems.

  • Knowledge of creating and applying financial business procedures for an accounting unit.
  • Ability to coordinate and monitor multiple projects.
  • Ability to plan, organize, and effectively present ideas and concepts to Senior Management.
  • Ability to communicate effectively orally and in writing, including the ability to proofread documents.
  • Ability to establish and maintain effective working relationships with others, including internal and external customers.
  • Ability to analyze problems and develop recommendations.
  • Ability to formulate and apply applicable department rules, regulations, policies, and procedures.

Other job-related requirements and authorization to substitute related work experience in lieu of post-secondary educational requirements

Successful passing of a criminal background check (state, local, and national is required).

A bachelor's degree from an accredited college or university with a major in accounting, finance, business administration, business management, business systems, information systems, or a related field. Professional and nonprofessional experience in accounting, finance, or a closely related field may be substituted on a year for year basis for the required college education.

Three (3) years of professional business or accounting experience with a focus on financial business systems.

Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units. The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
