Full Job Description
MAIN PURPOSE

Execute the Project consistent with published objectives, Company principles and the interests of all stakeholders; to formulate/adopt and develop the Company procurement methodology at a level of professionalism needed to achieve business and Project objectives and Company expectations; to administer project procurement and transportation/logistics agreements and to monitor and appraise performance by project vendors and suppliers; to advise project managers on agreement terms and related matters with the support of Legal and corporate functions; to participate in procurement agreement development with the Project Manager to increase Project efficiency; and to ensure that all project participants are conversant with Company business practices.

KEY RESPONSIBILITIES
  • The principle function of the Supply Chain Specialist is to be the resident authority in construction, procurement, and transportation/logistics agreement administration methodology on the assigned Team. The Supply Chain Specialist provides expertise to Project Manager and verifies vendor compliance with requirements so as to successfully complete the capital investment program consistent with Company objectives and business practices.
  • Develop/adopt a professional set of procurement policies, guidelines and procedures for procurement agreements and for use in appraising vendor development and administration.
  • Ensure all Procurement activities comply with Department of Energy relevant FAR requirements.
  • Support Project Execution Planning with procurement planning and vendor marketplace assessments.
  • Participate in bid reviews and award activities so that vendors begin performance of services with clear understanding of the terms and conditions of agreement as well as Company approach to administration.
  • Monitor and appraise vendor activities to identify risks to cost and schedule objectives in time for project managers to take effective corrective action to avoid these adverse consequences, especially with a view toward avoiding cost impacts and claims.
  • Keep Project Manager advised on contractual matters and the need for all project execution participants to be familiar with the contract and their role in assuring vendor compliance.
  • Provide summaries and analyses of commercial issues for the Project Manager to allow the Company policies and business practices to be improved and updated.
  • Maintain the integrity of contract administration during project execution and upgrade contract administration performance.
  • Ensure that the project procurement effort meets Project goals to minimize or eliminate deviations and deficiencies, budget overruns, and schedule delays.
  • Monitor and appraise vendor performance to ensure compliance with contractual requirements and expectations.
  • Participate in bid reviews and awards in support of the bid review.
  • Develop/update a properly formulated Contract Plan and Procurement Plan, including appropriate performance baselines and reporting criteria, consistent with assigned scope definition, the Project Execution Plan, site conditions, characteristics, business environment, Company requirements and objectives.
  • Keep the Project Manager advised of all essential activities and significant developments.
  • Ensure that all Project participants comply with applicable laws, regulations and Company business practices.
  • Deal with Contracting issues, solutions, complexities and difficulties throughout the lifespan of Procurement investment program, in order to meet Company expectations.
  • Manage project equipment/module transportation logistics agreements.
  • Manage Supply Chain SAP modules (Purchase Requisitions, Purchase Orders, SES/Invoicing) and SAP reporting

EDUCATION, EXPERIENCE, LANGUAGE, & PHYSICAL REQUIREMENTS
  • Minimum 15 years of industrial project procurement and transportation logistics experience in chemical or other heavy industries, including at least 10 years in contracting for global transportation and logistics agreements.
  • Bachelor's, Associates, or equivalent experience in a construction discipline (Construction Management, Engineering, Supply Chain or similar).
  • Prior experience with DOE funded projects
  • Language(s) and level of proficiency: Must be fluent in English
  • Physical requirements for the position: Work primarily in the field under varied site conditions; willingness to support extended hours/weekends during critical path activities; onsite presence in St. Gabriel, LA. Must be able to spend substantial part of each day at the outdoor construction site including walking on uneven ground, climbing stairs, and ladders.


The compensation for this position is included above. The actual base pay offered to the successful candidate will be based on multiple factors, including but not limited to job-related knowledge/skills, experience, geographical location, and internal equity.
