Full Job Description
Primary Purpose

Prepares, implements, interprets, and directs the application of Company and regulatory policies, terms, conditions, rules, and contracts for the uniform provision of retail electric / gas services. Advises Manager, Rate Administration, Director/Manager, Retail Rates and/or Director/Manager, Regulatory with respect to the need for new or revised Company tariffs, policies, terms, conditions, rules, and contracts for the provision of retail electric services, including training requirements. Assists in the development of training modules related to the provision of retail electric / gas services. May oversee the retail provisions of customer-specific contracts, including retail electric service to Qualified Facilities. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Primary Duties

  • PECO:
  • Performs and reviews analyses related to the pricing, terms, conditions, and rules for the provision of retail electric/gas services. Develops computerized methods for use in analyses using analytical and organizational skills.
  • Prepares, reviews, and revises the Company's policies, terms, conditions, rules, and contract forms for the provision of retail electric/gas services using organizational and communication skills.
  • Interprets and directs the application of the Company's policies, terms, conditions, rules, and contracts for the provisions of retail electric/gas services, including the calculation and verification of rates for organizations within the Company using organizational and communication skills.
  • Recommends, creates, and coordinates the development of new tariffs and revisions to existing tariffs for retail electric services, using knowledge of the financial and operational requirements of providing such services and organizational and written communication skills.
  • Responds to inquiries internal and external to the Company regarding Company policies, terms, conditions, rules, and contract forms for the provision of retail electric services made by entities outside the Company using organizational and communication skills.
  • Provides expert testimony at litigated proceedings concerning electric and gas ratemaking issues. Also, assists in and/or reviews the Company's testimonies and supporting documentation for formal and informal customer complaint cases, rate cases and rate/policy working groups, before the public utility commission (e.g., the Illinois Commerce Commission or Pennsylvania Public Utility Commission) and for regulatory and legal hearings before the public utility commission and other jurisdictions using analytical, organizational and communication skills.

Job Scope

  • Day to day supervisory responsibilities are minimal in nature but include the provision of guidance and oversight to the department's bargaining unit clerical staff with respect to work related to the preparation and distribution of tariffs, reports, and other work related to rate and contract administration. In addition, supervisory responsibilities may occasionally include project leadership role. Work leadership may involve providing functional direction to others.
  • Work is diversified and technical in nature but consists of generally related activities. Work involves the understanding and application of Company policies and guidelines and a wide range of engineering and business practices and procedures.
  • Work includes the creation, revision, and review of tariff language, testimony, data request responses, contracts, legal briefs, regulatory orders, and internally and externally distributed informational and instructional tariff-related material. Work includes active participation in regulatory proceedings, including consultant activities.
  • Work includes contact with people that are internal and external to the Company. Work involves the application of interpersonal, expert judgment, and functional direction skills in team and consultant activities. Work includes the provision of expert opinions and advice to internal and legal counsel and others during the course of regulatory proceedings. Work includes interaction with members of the public utility commission staff (e.g., Illinois Commerce Commission Staff) and other parties involved in the electric utility industry.
  • Work involves team forming to develop solutions to existing and new policy applications.
  • Work involves the use of computer word processing, spreadsheet, and database applications.
  • Work is subject to periodic review.
  • Work is almost entirely confined to an office setting.

Minimum Qualifications

  • BA or BS degree and 4-7 years relevant experience, OR in lieu of bachelor's degree, 6-9 years of relevant experience is required.
  • Working knowledge of word processing, spreadsheet, and presentation programs
  • Excellent written and oral communication skills
  • Excellent analytical and organizational skills
  • Ability to work independently and in team settings with minimal supervision

Preferred Qualifications

  • Degree in Finance or Accounting
  • Experience in utility environment in areas related to engineering, operations, finance, regulatory activities, and retail rate application
  • CPA Preferred

  • Annual salary will vary based on a candidate's skills, qualifications, experience, and other factors: $86,400.00/Yr. - $118,800.00/Yr.
