Role Overview

The Sr Manager - Technical Program Management is a People Leader role accountable for delivery outcomes through others across multiple teams, releases, or value streams within Ontada’s Technology Solutions portfolio.

Reporting to senior technology leadership, the Program Manager Leader will lead complex, high-impact technology initiatives across the organization. This role bridges business stakeholders, engineering groups and other technical, QA group to ensure projects are aligned with strategic objectives, well scoped, and delivered on time.

Program Manager Leader will manage the end-to-end project lifecycle including intake of requests, requirement gathering, prioritization, roadmap development, milestone tracking and status communication to leadership. This role involves collaboration with Product, Engineering teams along with cross-functional stakeholder groups, managing their expectations, and driving the strategic initiatives to enhance our EMR solutions and provider product portfolio. The role primarily interfaces with internal customers (e.g., Product, Operations, Clinical, and Business leaders) and, as needed, external customers/partners and vendors to align on requirements, delivery expectations, and readiness for release.

Key Responsibilities

Program Leadership and Delivery Ownership

  • Define and own the end-to-end delivery of the initiatives, translating business objectives into actionable program(s).

  • Lead and manage the full project lifecycle for multiple concurrent, complex programs, including planning, execution, monitoring and closing, utilizing established project management methodologies (e.g Safe, Agile).

  • Define Project scope, goals, deliverables, and resource requirements in collaboration with stakeholders and senior leadership.

  • Develop comprehensive project plans (using Smartsheet, Jira plan, etc ), including detailed schedules, budgets, risk management strategies, and communication plans.

  • Lead integrated planning across product, engineering, UX, QA, and release management.

  • Proactively manage delivery risks, constraints, and dependencies; provide transparent milestone tracking and reporting.

  • Maintain accurate PlainView (PV) update for the project team with the corresponding project and product attributes.

  • Ensure weekly time-tracking is reported by the team; facilitate review of the time tracking reports with the Leadership Team frequently.


People Leadership & Coaching

  • Directly manage IT Project Managers, including goal setting, coaching, feedback, and performance management

  • Set clear expectations for role maturity, scope ownership, and delivery excellence.

  • Mentor Project Managers and assess readiness for expanded scope or promotion.

  • Build a culture of accountability, collaboration, and continuous improvement across the delivery organization.

Stakeholder Management

  • Facilitate effective communication and collaboration among the project team, internal customers/stakeholders (e.g., Product, Operations, Clinical, and Business leaders), and external partners/vendors as applicable.

  • Serve as a liaison between Product Owners, Development Teams, and external stakeholders to maintain alignment on priorities and objectives.

  • Provide executive level communication on delivery status, risks, dependencies, and mitigation strategies.

  • Facilitate governance forums, milestone reviews, and executive checkpoints.


Risk, Governance, and Compliance

  • Proactively identify, track and mitigate project risks and issues, escalating to senior leadership as appropriate.

  • Proactively manage cross team dependencies and project deliverables as per overall timelines.

  • Monitor project progress, performance, and financial metrics, preparing and presenting regular status reports to key stakeholders.

  • Manage changes to project scope, schedule, and costs using appropriate verification/validations criteria.

  • Ensure project adhere to organizational standards, policies and regulatory (e.g HIPAA, FDA, ISO).

  • Ensure required delivery evidence and artifacts are created by the team to support audits and regulatory requirements.

Quality, Testing, and Production Readiness

  • Coordinate overall testing readiness and execution in partnership with QA, including UAT, regression, integration, and performance testing.

  • Ensure all testing requirements (including NFRs) are defined, tracked, and aligned with exit criteria.

  • Ensure timely creation, review, and approval of testing artifacts (e.g., test strategy, test plans).

  • Coordinate integration testing readiness, including external vendors and system dependencies.

  • Drive effective defect management, including prioritization, closure, and root cause analysis.

Metrics, Continuous Improvement and Coaching

  • Define, monitor, and act on delivery KPIs, metrics, and dashboards.

  • Conduct post-project reviews and lesson learned sessions to identify areas for continuous improvement.

  • Mentor and provide guidance to project managers.

  • Contribute to the development and refinement of project management (Agile PMO) best practices and tools with in the organization.

Minimum Requirement

Degree or equivalent experience. Typically requires 9+ years of professional experience and 1+ years of supervisory and/or management experience.

Critical Skills

  • 9+ years of progressive experience in IT project management with at least 3 years managing complex projects within large organization, preferably in healthcare, industry.

  • 1+ years of supervisory and people leadership experience managing Technical Program Managers, Delivery Leads, etc.

  • Proven ownership of delivery outcomes across multiple teams, programs, or value streams.

  • Strong coaching, talent development, and performance management capabilities.

  • Demonstrated ability to influence Directors, VPs, and senior leaders through data and insight.

  • Proficiency with project management software ( e.g. Jira, Jira Plans, Smartsheet. Plan View)

  • Strong understanding of project management methodologies (Agile, waterfall, hybrid).

  • Experience with risk management, budget management and resource allocation/time tracking.

  • Familiarity with change management principles.

  • Excellent leadership, communication (written and verbal), and interpersonal skills.

  • Strong analytical and problem-solving abilities.

  • Strong executive communication skills, with experience engaging Directors, VPs, and senior leaders.

  • Expert level experience managing scope, timelines, and delivery commitments.

  • Solid understanding of technical architecture and product roadmaps to effectively support engineering teams.

  • Strong organizational, time management, and prioritization skills.

  • PMP certification is strongly preferred. Agile certifications ( e.g. CSM, SAFe ) are a plus.
