This role is part of Blue Origin corporate functions, providing centralized support across Blue Origin business unit teams, functions, and locations.

As part of a small, professional, and accomplished team you'll lead the way to plan and deliver construction for a large industrial manufacturing complex. You'll be involved in master and site planning, development of requirements, schedules, statements of work, requests for proposals, estimates at completion, budgets and cashflow projections for a large CAPEX program. As a Senior Program/Project Manager, you'll provide contract oversight of general contractors to ensure cost and quality control goals are met for time-critical delivery of projects. Coordinate the entire design/build process; requirements, building code analysis, permitting, procurement and execution through the delivery of closeout documentation. Partner closely with all internal and external stakeholders including consultants, contractors, local, state, and federal permitting agencies, authorities having jurisdiction as well as internal legal and procurement teams. This position drives successful delivery of new construction and renovations/modifications of existing facilities that support manufacturing operations that are building a roadway to space.

Manages and oversees all operations of the organization's facilities management functions, including, but not limited to, scheduled and unscheduled maintenance, construction, and vendor management. Develops and implements policies governing facility maintenance and repair, space planning and utilization, and design and construction. Oversees scheduled maintenance and as needed repair of buildings, grounds, or associated systems and equipment. Conducts space planning or modifies building/equipment layouts in response to changing organizational needs. Plans and oversees physical moves. Solicits bids and participates in the RFP process for the renovation or construction of facilities.

  • Communicate with company leadership, project stakeholders, and outside agencies on all aspects of projects.
  • Build annual CAPEX budget and ensure portfolio is executable.
  • Support stakeholders' requests for project estimates in a highly dynamic environment.
  • Ensure Blue Origin Florida receives the highest quality completed projects on time and on budget to support annual and long-term goals.


Qualifications:
  • Candidate has a minimum of 10+ years of experience in progressively challenging project or program management roles on facilities projects involving new construction. Must have experience with construction projects valued at over $80M.
  • Candidate has a minimum of 5 years of experience directly supervising others.
  • Candidate must have experience dealing with various permitting agencies and project stakeholders.
  • Candidate must be able to utilize all available resources such as historical pricing, RS Means and/or other cost estimating tools to generate planning and/or budgeting estimates for new facilities, often with very little requirements or time provided.
  • Candidate must be able to perform cost and price analysis on contract proposals and change order proposals to evaluate price fairness and reasonableness.
  • Must be able to read and interpret building code, NFPA, International Building Code, Fire Code, etc. as it pertains to new construction, renovations, remodeling, upgrades, etc.
  • Must be able to develop project cashflow forecasts and provide monthly updates to management as the project evolves.
  • Must be able to read and enforce contracts (preferable to have experience with various AIA contract types).
  • Must understand the difference between various contract vehicles and types, and when it is appropriate to use each type of contract.
  • Demonstrated record of on-time under budget construction (Design Build vs. Design Bid Build) (Firm Fixed Price vs. Cost contracts).
  • Ability to oversee the construction of multiple projects at once while clearly communicating project requirements and status up, down, and laterally throughout the organizations chain of leadership.
  • Demonstrated ability to form consensus among various project stakeholders.
  • Candidate shall be able to effectively manage change in a climate with rapidly evolving priorities.
  • Ability to read and interpret Construction Drawings and Specifications.
  • Candidate shall understand the Critical Path Method of scheduling. Experience with typical schedule management software.
  • Assist stakeholders to achieve their desired outcome.
  • Experience with Site planning in a campus type environment.
  • Experience with manufacturing or large industrial facilities.
  • Must fully understand the project life-cycle from concept development and requirements gathering to project closeout and turnover.
  • Self-starter that is excited about Blue Origins' mission and vision.
  • Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.
  • Active Florida State Certified Building Contractor
  • Active Unlimited General Contractor Qualified or ability to obtain one within 6 months


Desired:
  • Experience with RS Means or other estimating software.
  • Familiarity with Primavera P6
  • Familiarity with PMWeb, Procore, or other project management software
  • Familiarity with Maximo
