Position Summary:The Sr. Manager, Benefits is responsible for design, administration, compliance, financial stewardship, and vendor management of a comprehensive benefits portfolio, including self-funded health plans, retirement programs, leave and absence management, recognition programs, and ancillary benefits.
This role partners closely with Finance, Legal/Compliance, Payroll, HR Operations, and global HR teams to deliver a competitive, cost-effective, scalable benefits experience and ensure strong governance while remaining hands-on in execution. The ideal candidate brings deep technical expertise, strong financial and analytical skills, sound judgment, and the ability to balance employee experience, compliance, and cost in a global public-company, high-growth semiconductor environment.
Essential Duties and Responsibilities:- Own the multi-year benefits strategy, aligning plan design and investment with talent, wellbeing, and financial objectives for a public, high-growth semiconductor organization.
- Lead annual plan design and renewal for self-funded medical/Rx, dental, vision, and other health plans; develop recommendations using data-driven insights (utilization, trend, risk, stop-loss, PBM performance).
- Serve as a subject-matter expert on leave programs (FMLA, ADA interactive process, state leaves, company LOAs), ensuring compliance and empathetic administration.
- Oversee 401(k) strategy and operations, including employer match, plan governance, fiduciary coordination with plan advisors/recordkeeper, nondiscrimination testing, and employee education.
- Manage employee recognition programs (service awards, peer recognition) to drive engagement and reinforce company values; continuously refine criteria, operations, and communications.
- Evaluate and optimize ancillary benefits (HSA, FSA, life/AD&D, disability, EAP, critical illness, accident, legal, ID theft) for competitiveness, utilization, and cost.
- Lead day-to-day administration in partnership with HR team and vendors; ensure accurate eligibility, enrollment, and payroll integrations.
- Own vendor relationships and RFPs (medical TPA, PBM, stop-loss, 401(k) recordkeeper, leave administrator, recognition platform); drive SLAs, fee transparency, and performance guarantees.
- Ensure compliance with ERISA, ACA, COBRA, HIPAA, FMLA, IRS, DOL, and SEC-related benefits disclosures as applicable to a public company; oversee plan documents, SPDs, SBCs, Form 5500, SARs, NDT for retirement plans, and required notices.
- Partner with Legal and Finance on SOX-relevant controls, audits, plan fiduciary committee materials, and risk mitigation; maintain comprehensive documentation and process controls.
- Manage open enrollment end-to-end: plan design approvals, cost modeling, communications, system configuration/testing, and post-implementation audits.
- Develop and monitor benefits KPIs (medical trend, PEPM, specialty Rx, HSA adoption, LOA incidence/duration, 401(k) participation/deferral rates, financial wellness engagement) and deliver insights to leadership.
- Create clear, inclusive benefits communications such as employee communications, guides, legal and program updates.
- Develop a small but critical benefits team, setting service standards, prioritization, and escalation protocols while fostering continuous improvement and strong vendor partnership.
Required Qualifications:Education: Bachelor's degree in Human Resources, Business, Finance, or related field (or equivalent experience).
Experience: 8+ years of progressive benefits experience, including self-funded medical plan administration and 401(k) governance; 3+ years owning enterprise level benefits programs or leading complex, cross functional initiatives.
Industry/Environment: Experience in high tech industry in a global environment required; manufacturing a preferred.
Technical Expertise:- Deep knowledge of ERISA, ACA, COBRA, HIPAA, FMLA, ADA, IRS/DOL requirements, and retirement plan fiduciary best practices.
- Hands-on experience with leave administration (FMLA, ADA, state leaves) and third-party leave vendors.
- Demonstrated success reducing medical trend, optimizing stop-loss, and improving PBM outcomes.
- Proficiency with HRIS/benefits admin systems (e.g., SuccessFactors or similar), data analytics, and Excel/BI tools.
Skills:- Vendor selection and negotiation, RFP leadership, and SLA management.
- Strong financial acumen (forecasting, PEPM analysis, contribution strategy, plan funding).
- Strong judgement in balancing employee experience, compliance, and cost.

- Exceptional communication skills with the ability to translate complex topics for executives and employees.
- Project management across cross-functional teams with disciplined execution and change management.
Preferred Qualifications:- Master's degree, CEBS, CBP, or SPHR/SHRM-SCP certification(s).
- Experience supporting multi-state operations and global benefits coordination.
- Background managing recognition platforms and designing data-driven rewards programs.
- Experience supporting ADP payroll and system processing.
- Exposure to Off-Shore Captive Stop Loss programs.
Hybrid office environment; ability to collaborate across time zones and occasionally visit Amkor sites. Occasional travel (up to 10-15%) for vendor meetings and site support.
Location:Tempe, AZ. This position has a hybrid schedule.
