Sr. IT Project Manager - VICTR
JOB SUMMARY:
Responsible for leading activities of the project team independently. Identifies appropriate resources needed, and develops schedules to ensure time completion of project. Coordinates the activities of the team by becoming familiar with system scope and project objectives, as well as the role and function of each team member. Leads project teams. Coaches the development of other Project Managers. Implements complex large/multiple projects. Leads and manages the All of Us Research Program’s Researcher Workbench Support and Training program, including direct supervision of some staff members. Provides similar support program leadership at a smaller scale for other biomedical research programs on an as needed basis.
This position will work normal business hours Monday – Friday and offer the opportunity to work remotely.
About the All of Us Research Program:
The All of Us Research Program, directed through the National Institutes of Health (NIH), is a nationwide effort to accelerate health research by building a large, diverse resource of health information from participants across the United States. It combines multiple data types—surveys, electronic health records, physical measurements, and genetic data - to support studies on how biology, environment, and lifestyle affect health. The program makes data available to approved researchers through the secure, cloud-based All of Us Researcher Workbench, which is hosted on Verily Workbench and provides tools for cohort discovery and analysis. Researchers access and analyze data in-platform rather than downloading raw participant-level data, helping protect participant privacy while enabling collaboration and reproducible research. The Workbench currently supports more than 23,000 registered researchers from across the world. This role falls within the All of Us Researcher Workbench Support, Education, and Training team that provides technical and administrative support to researchers using tools and data.

KEY RESPONSIBILITIES:
- Coordinates and oversees all phases of the project. Includes end-to-end management of support-and-training program operations, deliverables, timelines, and service quality for the All of Us Researcher Workbench support, training, and education team.
- Ensure timely completion of tasks in line with project objectives. Develops and maintains team workplans, schedules, and staffing coverage to meet support expectations (in coordination with the program director).
- Provide customers and leadership support through project management. Provides researcher-facing and stakeholder-facing support through implementation of structured intake, triage, and communications (email and webinars) and routinely briefs leadership/NIH stakeholders on status, trends, risks, and planned improvements.
- Develops, implements, and maintains team plans and SOPs for triaging technical and administrative support questions from researchers, including intake workflows via email and webinar-based support.
- Oversees creation, publication, and ongoing updates of online training guides and instructional content to enable researcher onboarding and self-service learning.
- Establishes escalation pathways and coordinates with engineering teams to escalate technical issues and drive collaborative solutioning through to resolution; tracks outcomes and ensures communication back to researchers/stakeholders.

Demonstrates ability to deliver complicated information effectively and efficiently, selecting the appropriate message for the audience. Often takes a lead role in highly pressurized situations when there is a need to communicate critical project information. Consistently delivers project communications products and services in a creative and imaginative manner while setting a standard for others. Demonstrates ability to communicate effectively with NIH stakeholders, researchers, internal leadership, and engineering partners, translating support trends and technical issues into clear updates and action plans.
PROJECT COORDINATION - (ADVANCED)
Manages interdependencies among multiple related and unrelated projects whose coordinated delivery is required to achieve higher organizational objectives. Identifies opportunities for cross-discipline participation. Develops and documents project policies and procedures. Manages the overall coordination, status reporting, and stability of major project efforts, ensuring that project goals and objectives are met within agreed upon time, scope, and resource requirements. Contributes to the development of Project Coordination best practices for the organization. Develops and maintains support operations SOPs, triage workflows, and training publication processes to ensure consistent service delivery across biomedical research programs.
PROJECT ISSUES MANAGEMENT (ADVANCED)
Demonstrates the uppermost levels of expertise in resolving project issues in challenging and complex situations. Often takes a lead role in highly pressurized situations when there is a need to resolve high priority issues. Manages internal and external project issues in a way that brings disparate resources together to resolve issues and complete action items that contribute to the success of the project. Consistently delivers solutions in a creative and imaginative manner while setting a standard for others. Contributes in the development of best practices for Issues Management for the organization. Skilled in managing researcher-reported issues through intake, prioritization, escalation, and resolution, including coordination with engineering teams and closing the loop with end users and stakeholders.
PROJECT PLANNING - (ADVANCED)
Demonstrates ability to forecast resource needs, identify and break work down into discrete and measurable tasks, set priorities, define dependencies, schedule activities, prepare acceptance criteria and organize work for large, complex projects requiring diverse functions and/or operations. Continuously monitors and follows up on buyins and commitments. Competently handles multiple projects simultaneously, balancing and scheduling tasks requiring dependencies and those which can be accomplished independently. Accurately estimates and plans complex projects and assignments. Maintains perspective between the overall picture and the details. Is proficient in the advanced features of project management tools. Plans and schedules recurring support and training activities (e.g., webinars, content release cycles, staffing rotations), while balancing multiple concurrent initiatives
MINIMUM QUALIFICATIONS:
- Bachelor’s Degree (or equivalent experience)
- 5 years of relevant experience
PREFERRED QUALIFICATIONS:
- Strong communication skills
- Experience working on large biomedical research programs
- Experience working with cloud-based systems
- Experience developing and managing educational and/or researcher-facing technical instructional materials or content
- Great comprehension and understanding of data science and analysis principles
