Job Summary
Provide strategic leadership in the design, development, coordination, implementation, and evaluation of institutional effectiveness, including responsibility for leading assessment for non-academic units. Collaborate with institutional leadership to ensure institutional compliance with all state, federal and accreditation standards. Responsible for applying advanced knowledge of planning principles and best practices of outcome assessment to monitor institutional effectiveness and continuous improvement. This role serves as a key liaison between departments, facilitating cross-functional initiatives and ensuring alignment with institutional goals.
ESSENTIAL FUNCTIONS
Support strategic planning, institutional effectiveness, and continuous quality improvement by working collaboratively with decision makers across the shared services and Colleges to enhance the understanding, collection, and use of data in decision-making.
Coordinate with department leaders to align strategic priorities and resources
Collaborate with HCC's cross-functional areas and analytics staff to maintain and report on the progress of key performance indicators.
Develop best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and Key Performance Indicators.
Guide processes to ensure the appropriate standards, principles, and rules of the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), Texas higher Education Coordinating Board (THECB) and institutional policies are met.
Interpret, analyze data, generate reports and present findings in a clear and concise manner and coach a range of stakeholders on the use of data to inform actionable decisions.
Communicate the value of data-derived information in a holistic decision-making model, to assist faculty, staff and administration in the development of appropriate assessment procedures consistent with HCC's mission, vision, strategic plan, relevant environmental factors, and unit goals.
Collaborate with the Institutional Effectiveness Council for design and assessment of institutional processes.
Lead ongoing process improvements, including the identification of new resources and operational systems to best manage institutional effectiveness, insight and data requests from administration.
Supervise, train and prepare procedures and guidelines within the department.
Oversee cross-functional teams and collaborate with campus leadership, Information Technology, Data Governance, and academic departments to ensure accurate, timely, and compliant data submissions. Identify issues which affect system and college projects, shared services, and operations to create solutions that promptly address problems.
Design and deliver professional development for faculty, staff and institutional leaders on assessment and institutional effectiveness.
Manage the College's Institutional Effectiveness software (SPOL), including providing training to faculty and staff.
Support trustee inquiries, compliance, and audit processes for the Strategy, Planning, and Institutional Effectiveness Division.
Perform other duties, tasks and assignments as required.
QUALIFICATIONS
Education & Experience
• Master's degree in Higher Education, Assessment, or related field required
• 5 years required experience in academic assessment, higher education, statistics, research, planning, and/or continuous quality improvement
• Higher education experience preferred

Working Conditions
General Office. Must be able to perform all job requirements with or without reasonable accommodations; remain in a stationary position during shift; move items weighing up to 25 pounds; position self to operate job equipment; apply established protocols in a timely manner.
