Job Title/High-Level Position Summary:  

The Senior Director of Applications is a senior leader accountable for the strategy, delivery, and lifecycle management of enterprise application platforms across a global healthcare organization. This leader oversees a portfolio spanning clinical, operational, regulatory, and corporate systems — ensuring that technology investments directly enable patient care, compliance, and business performance. 

 

Reporting directly to the CIO, this role is key to translating business objectives into secure, scalable, and compliant application solutions across a complex, global environment. 

 

Operating at the intersection of IT, operations, finance, and corporate strategy, the Senior Director partners with executive stakeholders and regional leaders to translate complex, multi-geography business needs into scalable, secure, and compliant application solutions. This role demands deep healthcare domain expertise, proven large-scale program management capabilities, focus on IT modernization, large data models, AI centric solutions and the organizational influence to drive transformation across a global enterprise. 

 

Key Responsibilities:  

Strategic Leadership & Roadmap Ownership 

  • Define and own a multi-year applications strategy aligned with the organization's global healthcare mission, regulatory obligations, and growth objectives. 

  • Build and maintain executive-level partnerships across Quality, Operations, Finance, Legal, and Compliance to prioritize investment and drive adoption. 

  • Lead enterprise application portfolio governance, balancing innovation, risk, cost, and time-to-value across competing stakeholder demands. 

  • Provide strategic input into M&A technology due diligence and post-merger integration of application platforms. 

Program Delivery & Operational Excellence 

  • Oversee end-to-end delivery of complex, multi-region application programs — from requirements through deployment, hypercare, and continuous improvement. 

  • Establish and enforce SDLC standards, release governance, and change-management frameworks compliant with GxP, HIPAA, GDPR, and other global regulatory mandates. 

  • Drive SLA accountability, platform reliability, and incident escalation across production application environments serving clinical and business operations 24/7. 

  • Champion Agile, DevSecOps, and continuous-delivery practices across delivery teams. 

 

People & Organization Leadership 

  • Lead, develop, and inspire a globally distributed team of direct and indirect employees and managed-service partners. 

  • Build succession pipelines, talent development programs, and inclusive team cultures that attract and retain top technology talent. 

  • Manage vendor relationships, SOWs, and performance accountability for strategic system integrators, SaaS providers, and niche healthcare software partners. 

 

Healthcare Domain & Compliance 

  • Maintain deep command of regulatory requirements (FDA 21 CFR Part 11, SOX IT controls, HIPAA Security Rule, EU MDR standards) affecting application design and operations. 

  • Partner with Information Security, Legal, and Compliance to embed privacy-by-design and cybersecurity controls into application architectures. 

 

Financial Stewardship 

  • Own an application operating budget, delivering initiatives on time, within scope, and on budget. 

  • Develop business cases, ROI models, and total-cost-of-ownership analyses to support investment decisions at the executive level. 

  • Identify and deliver measurable cost optimization through rationalization, automation, and strategic sourcing. 

Minimum Basic Qualifications: 

  • 15+ years of progressive IT experience, with at least 7 years in senior application management or technology leadership roles. 

  • 7+ years of experience in the healthcare industry (medical device, health systems, life sciences or pharmaceuticals). 

  • Demonstrated success leading application portfolio programs and teams spanning multiple geographies and time zones. 

  • Expert-level knowledge of enterprise application platforms (EBS, JDE, Oracle Fusion, NetSuite, Salesforce) in a regulated healthcare context. 

  • Expertise in ITIL and IT Governance frameworks, including leading large-scale Incident Management, Change Management, and Project Portfolio Management (PPM). 

  • Proven ability to influence and align executive stakeholders 

  • Deep understanding of regulatory frameworks: HIPAA, GDPR, GxP, FDA 21 CFR Part 11, and SOX IT controls. 

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field required. 

 

Preferred Qualifications: 

  • Experience leading post-M&A application integration programs in a global healthcare organization. 

  • Hands-on familiarity with cloud-native and hybrid architectures (AWS, Azure, GCP, Oracle) and modern integration platforms (AWS, Azure Integration Services, Oracle Integration Cloud). 

  • Experience with AI/ML, MDM, revenue cycle optimization, or supply chain. 

  • International experience managing teams and systems across multiple regulatory jurisdictions (EU, APAC, LATAM).
