Full Job Description
General Purpose

Manage and resolve participant escalations and requests from DOL, senior management, etc. Serve as subject matter expert as it relates to department and benefits budget, retirement and 401(k) plans. Conducts analysis through research, gathering and interpretation of data, development of alternatives and recommendations for all benefit plans. Monitors benefit trends and must stay abreast of applicable benefits legislation. Presents analysis and recommendations to management and implement selected alternatives. Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, trending/forecasting, financial analysis, investment funds and budget analysis and reporting.

Responsibilities

  • Serve as Human Resource lead on analysis of investment funds within the retirement and 401(k) plans, and serve as PacifiCorp lead on 401(k) fund changes.
  • Consult and collaborate with internal and external Actuaries on modeling and financial analysis.
  • Analyze and ensure retirement and 401(k) compliance with federal regulations.
  • Coordinate updates to legal documents with ERISA Counsel.
  • Participate on PacifiCorp Employee Benefits Administrative Committee.
  • Lead analysis on PacifiCorp impacts of Berkshire Hathaway, Inc., and Berkshire Hathaway Energy benefit compliance matters including potential need for 4010 filings, and Qualified Separate Lines of Business non-discrimination testing.
  • Serve as Human Resource Lead on Annual Benefit Plan Audits.
  • Manage 5500 preparation and PBGC premium filings.
  • Serve as Human Resource Lead on PacifiCorp finance matters.
  • Manage 401(k) plan administrator and retirement plan actuaries
  • Develop analysis and recommendations for senior management through research, data gathering, and interpretation, trending, forecasting and modeling of data.
  • Develop detailed financial and claims reports, alternatives, and recommendations.
  • Develop and implement new policies and or procedures to ensure compliance with federal or state regulations or plan compliance.
  • Compile market data, provide recommendations and analyze collective bargaining agreements or contracts.
  • Evaluate proposed benefit programs and/or contracts by studying provisions and estimating the financial impact.
  • Conduct analysis on trends and develop rate recommendations.
  • Assist vice president in union negotiations, preparation, and data analysis.
  • Develop data analysis and detailed reports for use in rate cases.
  • Understand benefit cost drivers and develop solutions to a diverse range of complex problems and assignments, which require creativity and innovation within broadly defined policies and practices.


Requirements

  • Bachelor's Degree in Business Administration, Finance, Human Resource Management, or a related field; or the equivalent combination of education and experience.
  • A minimum of seven years' experience in benefits or a similar position requiring equivalent experience.
  • Knowledge of data gathering, analysis, forecasting, and modeling techniques; applicable Company policies and procedures; applicable federal, state, and local governmental laws and regulations.
  • Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.
  • Proficient with the use of all Microsoft products including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.
  • Must have expert level skills in Excel.
  • Communication and interpersonal skills including ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.
  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team. Ability to present alternatives and recommendations.


Preferences

  • CEBS, PHR or SPHR Certification.
  • Knowledge of and experience with SAP.
