Position Information

The Materials and Tests Division's Quality Assurance Section is seeking a strategic and results-driven Specification Program Lead to oversee the administrative operations of TxDOT's Specifications Program-an essential, high-visibility effort supporting the development, approval, and publication of construction and maintenance specifications for projects across Texas. This role focuses on leading the program's day-to-day administrative functions, setting priorities, managing workflows, and ensuring accountability for timeliness, consistency, and quality of deliverables that directly impact billions in infrastructure funding.

As the lead for program operations, you will coordinate across diverse stakeholders, drive outreach and training efforts, and play a key role in system implementations and process improvements that enhance efficiency and transparency. You will independently manage complex processes, resolve issues, and guide the administrative direction of the program while ensuring alignment with established standards and expectations.

This position requires strong leadership, advanced organizational and technical writing skills, and the ability to influence and collaborate effectively without direct authority over all contributors. Technical Project Manager I:

Manages advanced engineering, architectural, or construction projects, providing leadership in planning, oversight and compliance with state and federal regulations. Oversees projects objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Technical Project Manager II:

Oversees project objectives, ensures quality assurance/quality control, and maintains project integrity. Work requires extensive contact with agency management, governmental officials and private entities. Serves as a lead worker. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Technical Project Manager I:

  • Compiles and distributes project information, status reports, and project budget expenditures.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through Federal Highway Administration or U.S. Department of Transportation.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Works with Federal Highway Administration representatives to ensure compliance with regulations for assigned projects.
  • Performs other job responsibilities as assigned.


Technical Project Manager II:

All the above and:

  • Reviews and analyzes project performance and objectives to determine opportunities for improvement across personnel, processes, and technology.
  • Evaluates project challenges and formulates solutions to achieve objectives related to productivity, quality, and client satisfaction.
  • Serves as a a lead worker by advising, training, and coaching employees to increase job efficiency; acting as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage.


Technical Project Manager I:

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • May require certification as a Project Management Professional (PMP), Six Sigma Black Belt or one or more change management
