Job Description:

The Subcontract Manager role will lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with general oversight. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations, cost and price analysis, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, negotiating Terms & Conditions, assessment of performance risk, change management, invoice approvals, dispute resolution, and subcontract close-out. The Subcontract Manager is directly responsible for managing Subcontractor cost, schedule, and technical performance throughout the period of performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.

Essential Functions:

  • Perform as a motivated self-starter experienced in the Subcontract Management Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost.
  • Draft and negotiate (with supervision) contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
  • Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
  • Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
  • Develop and maintain working relationships with cross-functional partners.
  • Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders.
  • Ensure budget and sales forecast performance is met
  • Ability to adapt to a fast-paced, dynamic environment while prioritizing and multi-tasking.
  • Demonstrate a strong attention to detail and a high degree of accuracy
  • Ability to periodically travel (10-25%) to supplier facilities (mainly domestic locations)
  • Ability to obtain US Government clearance


Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.


Preferred Additional Skills:

  • Experience in Government Contracting/Subcontracting
  • Experience navigating FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance
  • Experience negotiating Terms & Conditions with Subcontractors
  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
  • Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Type (w/fixed-fee, incentive fee or award fee)
  • Experience as Cost Account Manager managing budgets and sales forecasting
  • Experience using Material Requirements Planning (MRP) systems
