Overview

The Space Management Specialist 3 provides a comprehensive project coordination for space management assignments, including requirements development, design and construction planning, facilitating project budgets, schedule management, change orders, and obtaining necessary authorizations and processing assignments to ensure that Department space requirements are: identified and developed according to the Departmental and GSA guidelines; cost effective; and meet the requirements of the Diplomatic Security standards. The incumbent is assigned to the Chief, Logistics Services Division.

 

 

MAJOR DUTIES:

 

  • Provide comprehensive project coordination with Real Property Management (RPM) and General Services Administration (GSA) Project Managers for space management assignments and serve as the liaison between the customer and all servicing offices.
  • Collaborate with RPM to ensure that project budgets, schedules, change orders, design and development, and construction planning adhere to DS and program office requirements and to ensure program office requirements are integrated into the project management scope of work.
  • Conduct final project inspections with contractors, GSA, RPM, and other appropriate parties and transfers the space to the appropriate Department program offices to ensure timely delivery of the built-out space for occupancy.
  • Provide advice and direction on the planning, designing, and construction of Departmental space.
  • Conduct feasibility site investigations and develop schedules.
  • Review comprehensive design intent drawing (DID) and construction documents for the Bureau’s space.
  • Facilitates in the development of all aspects of a project’s requirements, including scope, site surveys, program requirements, presentations, preliminary sketches, detailed layouts, constructions documents, cost estimates and schedules.
  • Maintains project files, financial records and keeps the tracker up to date.
  • Utilize basic knowledge of all related engineering fields in a design.
  • Ensure the Bureau’s standards and policies are incorporated.
  • Other duties and tasks of increasing complexity and responsibility may be assigned.

 

PROFESSIONAL QUALIFICATIONS/SKILLS:

  • Must be a US citizen, and possess at a minimum, a Secret security clearance, with eligibility to obtain and maintain a Top-Secret security clearance.
  • Excellent writing ability, oral communication capabilities, and organizational skills are required with the ability to interface with program personnel at all levels.
  • Must demonstrate a thorough knowledge of MS Office applications such as Word, Excel, Teams, and PowerPoint and familiarity with SharePoint.
  • Experience in program management and construction design applications.
  • Ability to handle multiple tasks simultaneously.
  • Must be able to work independently with minimum supervision and direction.
  • A bachelor’s degree and six (6) years of experience related to management disciplines. Ten (10) years of experience related to management disciplines can be substituted for the bachelor’s degree. Professional certifications such as CGFM, CSA, or PMP are appropriate for some positions and can also substitute for a year of experience when applicable.
  • Travel may be required up to 25% of the time.

WORK AUTHORIZATION/SECURITY CLEARANCE:

 

DoD Secret or higher security clearance, with the ability to obtain and maintain a Top-Secret clearance.  U.S. Citizenship is required.

 

ADDITIONAL QUALIFYING FACTORS:

 

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
