We are seeking a proactive Sourcing Specialist to join our BC Cancer team! In this role, you will utilize LinkedIn and use other creative techniques to proactively source candidates for difficult-to-fill positions, establishing relationships with potential hires. Strong organizational skills are essential to maintaining a robust talent pipeline and collaborating closely with our recruitment advisors. About BC Cancer:

The BC Cancer talent acquisition team develops and leads recruitment campaigns in tandem with British Columbia's 10-year Cancer Action Plan. The Talent Acquisition team works closely with the support of the Talent Acquisition Marketing team to develop strategies and materials for both national and international recruitment of cancer care specialists, including physicians, nurses, radiation therapists and other allied health and supportive professionals.

BC Cancer is part of the Provincial Health Services Authority, and is committed to reducing the incidence of cancer, reducing the mortality from cancer and improving the quality of life of those living with cancer. It provides a comprehensive cancer control program for the people of British Columbia by working with community partners to deliver a range of oncology services, including prevention, early detection, diagnosis and treatment, research, education, supportive care, rehabilitation and palliative care.

What you'll do

The Sourcing Specialist, Talent Acquisition works in a team environment, supporting Talent Acquisition (TA) colleagues with recruitment of top candidates for clinical and leadership positions within the assigned complex BC Cancer portfolio. This role is responsible for conducting searches and implementing proactive recruitment initiatives, and works directly with job candidates and TA Manager, Advisors and Representatives. Usual tasks include:
  • Support the identification of external and internal talent across a diverse portfolio and support the talent acquisition of healthcare clinicians, corporate professionals and leaders into Provincial Health Services Authority career opportunities.
  • Responsibility for building a strong talent pipeline for PHSA BC Cancer current and future staffing needs.
  • Use strong relationship management skills, develop and execute strategic sourcing plans to feed talent pipelines and works within Talent Acquisition and other People & Culture departments to network with internal and external partners.
  • Provide value-add advice and guidance and works closely with Talent Acquisition Advisors and Representatives to support sourcing strategies by researching, developing, and leveraging talent pools and new approaches to sourcing.
  • Identify suitable candidates for PHSA BC Cancer leadership search process and supports the development of an overall search strategy.
  • Contributes to a proactive approach to talent acquisition by conducting research through various methods including internet searches, name generation, social networking, job boards and utilizing the PHSA database.
    Use social media networks (e.g. LinkedIn, Facebook and Twitter) to source and connect with potential candidates; Interact with health care professionals on niche platforms.
  • Develop and maintain local, provincial, national and international contacts to source candidate through the development and maintenance of a network of contacts and related databases.
  • Works closely with talent vendors and professional associations, continuously identifying opportunities to enhance PHSA's Talent Acquisition talent pipeline.
  • Oversee the Administration and Management Talent Acquisitions usage of LinkedIn. Conducting team training and complete quarterly metric reporting.
  • Participate in advertising, event and conference planning with the TA team and supports the Manager, Advisors and Representatives with their sourcing and advertising needs.
  • Participate in weekly team meetings and present the research progress to date and identify any gaps and regularly liaises and collaborates with colleagues to ensure successful completion of projects.


What you bring

Qualifications:
  • Education, training and experience equivalent to a bachelor's degree in a relevant discipline with specialized experience in recruitment.
  • Three (3) years' experience in a role supporting recruitment, sourcing, interviewing and hiring processes within a complex organization.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within BC Cancer contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

You have:
  • Extensive knowledge of talent sourcing and recruitment/selection best practices, and related human resource policies and procedures; exercises considerable judgment, tact and discretion in preparing, disclosing and handling information of a confidential and/or sensitive nature.
  • Excellent communication and interpersonal skills, including the ability to influence others.
  • Knowledge of various online search techniques, including extensive experience using LinkedIn Recruiter, recruitment search methods.
  • Ability to manage multiple initiatives using Applicant Tracking System (ATS) and Talent Management Systems; psychometric assessment experience an asset.

Job Type: Temporary, Full-Time (Until July 31, 2028)
Salary Range: $69,218 - $99,501/ year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part-time roles.
Location: Flexible Work Location (within BC).
