Overview:The Information and Communications Laboratory is a fundamental and applied research laboratory focused on transdisciplinary research across the entire information science hierarchy. The laboratory of ~200 research and support personnel executes $50M of funded research per year. ICL's fundamental strength is Information Science, a discipline that investigates the properties and behavior of data and information, the flow of data and information in systems, and the means of processing information for optimum accessibility and usability. ICL core research areas include: advanced computing systems, AI and ML, communications, data analytics, decision support systems, open architectures, 5G/FutureG, health analytics and informatics, secure information sharing, radio frequency (RF) propagation modeling, software-defined RF systems, and STEM education. ICL conducts research that solves complex problems for a range of domains, including national security, health, intelligence, law enforcement and justice, and economic impact for the state of Georgia.
Candidates will be assessed and placed within a Division/Branch of ICL based on specific skill and experience match to sponsored program needs at time of offer.
Job Purpose The Solution Architect defines, conceptualizes, describes, and manages an engineering solution specific to the enterprise system. Responsible for understanding the architecture, design, and development of software built for sponsors and running on secure cloud computing networks, specifically focusing on fully automated deployments. Additional responsibilities include understanding how integration with third-party software vendors will impact the system and providing guidance on impact to the enterprise. This position will interact with government sponsors and government technical experts to translate business requirements into technical requirements and provide guidance to technical teams for execution of requirements.
Key Responsibilities - Defines, conceptualizes, describes and manages an engineering solutions to the enterprise system.
- Understands technologies, systems, and standards and how they apply to the enterprise.
- Understand interoperability requirements and is able to work with development team to communicate requirements and implementation needs.
- Ability to analyze the sponsor enterprise system and provide recommendations impacted by technical solution.
- Creates documentation outlining software installation, configuration, and dataflows
- Actively collaborates with sponsors and external teams, derives tasks from detailed requirements. Provides tasking to other team members, based off of derived tasks.
- Leads the practice and introduces the overall technical vision for a particular solution.
- Provides technical leadership to team members.
- Establishes direction for sponsor to support sponsor solution.
- Recommends technical solutions for future work.
- Leads multiple vendor interactions to ensure technical solutions satisfy sponsor needs.
- Actively collaborates with sponsors and external vendors and teams.
- Provides tasking to other team members or stakeholder community, based off of derived tasks.
- Review all aspects of project in order to identify enterprise wide risks and briefs management and sponsors with a proposed solution.
- Oversee all aspect of the project and team
- Establish the overall technical vision for the sponsor
Additional Responsibilities - Lead customer engagements on current and potential sponsored research to identify existing gaps, develop solutions, and propose and capture new work
- Build technology roadmaps for existing and new business areas, mapping internal investment opportunities to potential sponsored research pathways
- Hold the role of Principal Investigator / Project Director on sponsored research, being responsible for program cost, schedule, and performance
Required Minimum Qualifications - Experience leading applied research programs for the Department of Defense/War
- Experience decomposing sponsor needs and gaps into actionable development roadmap
Preferred Qualifications - Experience in product owner or product strategy roles, demonstrating expertise in technology roadmap development and execution.
- Demonstrated success in business development and sponsor engagement, identifying opportunities, building proposals, and capturing new funded contracts.
Travel Requirements 10% - 25% travel

- 14 years of related experience with a Bachelor's degree inSystems Engineering, Human Systems Engineering, Business Administration, Software Engineering, Computer Science, or other related Engineering or Science fields with demonstrated work experience in system/solution architecting and technology roadmap management
- 12 years of related experience with a Masters' degree inSystems Engineering, Human Systems Engineering, Business Administration, Software Engineering, Computer Science, or other related Engineering or Science fields with demonstrated work experience in system/solution architecting and technology roadmap management
- 9 years of related experience with a Ph.D. inSystems Engineering, Human Systems Engineering, Business Administration, Software Engineering, Computer Science, or other related Engineering or Science fields with demonstrated work experience in system/solution architecting and technology roadmap management
