Full Job Description
Software Engineer (Senior) with Oracle EBS or SQL Database Experience to join a team to support the testing of systems assigned to the Air Force Human Resources Systems Division. The person that fills this position will apply their software engineering and database expertise to provide technical oversight, architectural evaluation and high-performance quality engineering for the Military Personnel Data System database layer and associated Air Force/DoW personnel systems. The ideal candidate will be capable of architecting and building automate testing and schema-as-code deployment into the program's CI/CD pipeline, manage data-hygiene verification, enforce compliance gating, and implement next-generation agentic automated workflows. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.

The Software Engineer, Senior applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to:
  • Preparing/creating, reviewing, and analyzing all types of documentation for: Planning, Requirements, Design, Coding, Support, and Test;
  • Source code, configuration files and engineering resolution support.
  • Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions;
  • Demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, and code comments.
  • Determining and designing system specifications, and standards, and programming/coding and installing solutions.
  • Improving operations by conducting systems and process analysis plus recommending changes in policies and procedures.
  • Advising (licensed) software procurements by researching, analyzing, comparing, and documenting results of vendors and products, which may include installation, configuration and testing (of products).
  • Providing information and recommendations by collecting, analyzing, and summarizing development and service-related issues.
  • Accomplishing engineering and organization mission by completing related results as needed.
  • Developing software solutions by studying requirements/user stories, user/system/data needs, conferring with users, studying systems flow, data usage, and work processes, investigating problem areas, and following an Agile software development lifecycle.
  • Evaluating software technologies such as containerization and the use of Kubernetes, infrastructure as code, configuration as code, micro services, standard application program interfaces (API), continuous integration/continuous delivery (CI/CD), and maximizing the automation of the software development lifecycle (SDLC).
  • Ensuring the rigorous application of information security/cybersecurity policies, principles, and practices to the delivery of application software services.


Required Qualifications:
  • U.S. Citizenship.
  • Education
    • Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW.
    • OR, bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW.
    • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoW.
  • Specific Work Experience
    • Experience evaluating Oracle database code, PL/SQL packages, stored procedures, triggers, views, and schema updates.
    • Experience writing production-grade database test routines and automated unit/integration test suites (e.g. using utPLSQL or database native frameworks) to independently validate deliverables.
    • Experience developing automated scripts and data factory utilities for synthetic test generation, database state resets, and environment staging.
    • Experience in Air Force Program system/software engineering policies, procedures, and practices.
    • Knowledge and understanding of Federal and DoW Cybersecurity regulations and policies.
    • Experience with the Risk Management Framework (RMF), and Federal DoW Cybersecurity regulations, policies and best practices.
  • Secret clearance (required to start)


Preferred Qualifications:
  • Technical familiarity with enterprise Air Force/DoW personnel and HR Database architectures, Oracle PL/SQL structures, and personnel data models (e.g., MilPDS, DCPCS, DJMS, or equivalent DoW/Federal HR and payroll systems).
  • Expertise in Oracle RDBMS, advanced PL/SQL programming (packages, procedures, functions, triggers, dynamic SQL), execution plan analysis, and query optimization.
  • Experience building automated database test frameworks, decoupling legacy code.
  • Certifications
    • IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification).
