Summary

The Software Engineer 2 will design, develop, integrate, and sustain applications in support of the Navy Continuous Training Environment (NCTE) and its primary simulation software, the Navy Training Baseline (NTB).
NCTE is the Navy's integrating architecture for distributed Live-Virtual-Constructive training and forms the foundation of the Navy Training Baseline and synthetic training architecture.
This role contributes to software engineering activities that enable Fleet LVC training, Joint LVC training, and Unit-Level Training, delivering robust technical solutions and standards that maximize training capability at speed and low cost.

What You Will Do
• Design, develop, document, test, and debug applications and systems that contain logical and mathematical solutions.
• Conduct multidisciplinary research and collaborate with equipment designers and hardware engineers to plan, design, develop, and utilize electronic data processing systems for product and commercial software.
• Determine user needs; analyze system capabilities to resolve program intent, output requirements, input acquisition, programming techniques, and controls; prepare operating instructions.
• Design and develop compilers and assemblers, utility programs, and operating systems as needed; ensure software standards are met.
• Contribute to the completion of milestones associated with specific projects, following established procedures under general supervision.
• Support continuous improvement of the software infrastructure and participate in technical proposals, briefings, technical reports, and user manuals.
• Receive prioritized requirements from NCTE program engineering leadership and work with end users to deliver robust, maintainable software capabilities for JSAF.
• Develop, enhance, integrate, and support JSAF features with a team of developers and subject matter experts.
• Perform primary development on Red Hat Linux 7/8/9 using IntelliJ or relevant IDEs; implement in Java and JavaScript frameworks (Sencha ExtJS, Vue.js); use shell scripting to automate tasks and queries; leverage Git as the primary version control system.
• Assist in preparing and delivering briefings, project plans, system specification manuals, technical reports, and user documentation.

What You Must Have
• 2 years relevant experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.
• Ability to obtain related technical certifications; Security+ and Linux+
• U.S. Citizen able to obtain and maintain a Secret security clearance; ability to provide on-site support as required.
• Strong proficiency in Java and object-oriented design and development.
• Experience developing multi-threaded applications.
• Proficiency with Java IDEs (IntelliJ, Eclipse) and Java debugging tools.
• Development experience in Linux/Unix environments; shell scripting for automation.
• Source control proficiency with Git.
• Strong written and oral communication skills and ability to work effectively on cross-functional teams.
• JavaScript development and modern UI frameworks (e.g., Sencha ExtJS, Vue.js).
• Unit testing (e.g., JUnit) and Agile development practices.
• Systems Engineering familiarity; integration with LVC simulation architectures (e.g., TENA, HLA, DIS).
• Build systems and messaging frameworks (Gradle, Apache ActiveMQ), OSGi, CSS/HTML, CI/CD and code quality tools (Jenkins, SonarQube).
• Secure coding practices aligned to DISA ASD STIG; role/user-based permissions design; database development.
• C/C++ experience and familiarity with C4I systems.

Preferred Skills:
• Bachelor's degree in Engineering, Computer Science, or related discipline and 2 or more years of directly related software development experience; or Master's degree with 0 years of relevant experience; or High School Diploma/equivalent and 6 years relevant experience.
